As we know, I have temporarily locked our thread on Dan Hiers until there is concrete news one way or other that he's been captured. (The thread was turning into nothing but repetitive "how do we know he's been captured" posts no matter how times I told people multiple legit news sites reported his capture, foreign country fugitive extraditions don't happen in a day and China is a clandestine country and all the questioning of whether he's been captured didn't further discussion so I had to put a temporary stop to it).
With that being said this is of course causes a problem once there is actual news on Hiers. So if the thread is still locked and anyone finds out about him being sent back or somehow still being at large after all before me, just reply here I guess and I will unlock the thread.

With the 3rd vacancy on the US Marshals' 15 Most Wanted and 2 vacancies on the FBI's Ten Most Wanted lists that cleared up this past winter, my questions are: What are the odds that those vacancies don't get filled at all in '019, and what would be the most likely reason?

I'm sure there will be more additions at least to the FBI most wanted list. The U.S. Marshals for whatever reason seem to be feast or famine the past few years- they'll add like 3 people in a month and then go a year without adding anyone new.
Usually at least with the FBI there is a process where field offices submit candidates and they choose from those candidates.
I believe the lists open up additional resources so even though the reward money may not be relatively costly in the grand scheme of things (unless it's like a Rafael Caro-Quintero case with a 5 million reward), the expanded cost of resources and generating publicity probably is why they don't add as frequently as they would like (in my unprofessional and only guessing opinion).

Earlier this week, I dreamt that Jaime Garcia, a 350 lbs (160 kg) child rapist wanted out of Indiana, got added. I was devastated when I woke up that morning to find there were still 3 vacancies.

I know I sound like a broken record on this but since I still want to keep Hiers thread lockedhere is what I saw a Reddit user claim, granted it's a Reddit user and not the gospel but what they claim: "To whoever is interested, I am currently in China Shanghai. I can confirm that Daniel William Hiers is caught. I know because I was incarcerated with him for about 5 months. We both stayed in the Shanghai jail, and I was ordered to look after him. The dude is accused of illegal entry of China, and will probably only be sentenced to about a year, during which time he will be deported. If he is not extradited by that time, odds are he will not be returning to the US...." So basically Hiers is in some kind of Chinese detention, and will *hopefully* be deported back afterwards if that poster is to be believed. Either way whether that Reddit user is telling the truth or not the thread will be locked until there is news of definitive resolution in the case and I ask we please not be smart alecks about it for the time being.

DAMN!!!!!! What was it like to be in a cell with him? Were you ordered to go to Shanghai China as part of an undercover identification process? Like fake getting arrested although it looked liked a legit arrest by Shanghai P.D. and you were put in a cell to ID Heirs? Are you like a international cop or air marshal or member of Interpol?

With all due respect, while mentioning anniversaries of when a fugitive is still at large is one thing, mentioning anniversaries and not even yearly but monthly anniversaries when there is no movement on the list isn't going to make the list move any faster and I find this beating a dead horse. We've already established our frustrations that as awesome as the Marshals are at catching fugitives, they can be a little faster at making additions to the top 15 list (and it is because they are so good at catching fugitives that we're frustrated they don't update the list as often). It's fine for us to go once in a while "gee I wish they would add a new guy/girl already" but otherwise the way they update the list will remain a lot at once or not at all for a while and there's not much we can do about it.

With that being said, I wouldn't be surprised if Blane and Susan Barksdale are added to the list soon as there's a $10,000 reward already and prison or custody escapees are of highest priority.

Today is the third anniversary of the last time there were a full compliment of 15 Most Wanted Fugitives, when Markeith Loyd was added and captured later in the day. Heck, Obama was still President on that day.
Will we ever see a full list ever again (provided if the Marshals finally clarify the status of Dan Hiers)?

They seem to add a lot or only a few every month but I think unfortunately it will probably be a while until there is a time where all 15 slots are filled, this might not even be the Marshals fault but rather 15 status means additional time and resources which costs money and they unfortunately might not have budget for. Also, the list being consistently not top 15 may also be viewed as a good thing as it means they are capturing the ones they do add. 2. I have stated 15 ZILLION TIMES on here including THIS VERY THREAD about Dan Hiers that his thread is locked and we will not discuss or mention him unless concrete news ever comes out. I will give leeway if it is a new poster asking that doesn't know any better, but otherwise let us please put discussion on him on hold. (I shouldn't have had to even mention this yet again). Unless there is a news article with a quicker update, I will provide updates on Hiers on my own every six months starting in September (the anniversary of his stated arrest, I realize it will be more than six months but I feel that's a good starting point) to make things easier. If he is in China, as I have state 7 ZILLION TIMES, he will not be sent back right away as international captures often take several years, even ones in Mexico let alone China. So anyway, the next update (unless news is given beforehand) will be in September 2020.
