He has a scar near his left eye. Policarpio has tattoos on his chest, back, both arms, and left thigh. Remarks: Policarpio may wear eyeglasses and he may have shaved his head. He may have traveled to Las Vegas, Nevada, and has previous ties to the Philippines. Policarpio is known to abuse illegal drugs, is believed to be mentally unstable, and may be in possession of multiple weapons. TIPS: If you have any information concerning this person, please contact your local FBI office or the nearest American Embassy or Consulate.From the FBI's website: Philip Patrick Policarpio, a convicted felon, is wanted for the murder of his girlfriend in the Rampart area of Los Angeles, California. On April 12, 2016, Policarpio and his girlfriend were at a gathering when Policarpio allegedly entered a room where the victim was playing cards and began to beat her. Policarpio then allegedly pulled a weapon from his waistband and shot the victim in the head, killing her instantly. The victim was pregnant at the time of her death. On April 19, 2016, a local arrest warrant was obtained for Policarpio in the Superior Court of Los Angeles County, California, after he was charged with first degree murder by the Los Angeles Police Department. On April 22, 2016, a federal arrest warrant was issued in the United States District Court, Central District of California, for Policarpio after he was charged with unlawful flight to avoid prosecution. One of them on his chest says "Only God Can Judge Me." Actually, Philip, a Judge already judged you when he sentenced you for the first time and hopefully when you get caught again. But hey, if there is a God, I'm pretty sure he'll judge you and send you to hell anyway. Policarpio is a great replacement for Brenda Delgado (who was the 506th fugitive and my great spring candidate) because not only because of the fact that he's my next great spring candidate but because he is breaking news, this unfolded just a few weeks ago, Brenda Delgado had already been in custody a few days by April 12th when the murder unfolded.
Now there's many reasons for why I think he'll be placed a lot quicker and why he meets the criteria of the list.
He is convicted felon while on parole so he's got a record.
His mental instability is what makes him more dangerous and unpredictable, and I want to say that we need to get into the mind of this guy, he was in prison since 2001, after committing this murder he knows damn well he's going back and rather than go back he's going to rather kill himself since he may feel he has nothing to lose.
He killed a pregnant woman and the unborn child died as a result. So as Scumhunter pointed out any crime involving a child would be automatically a candidate.
They seem to know where he could be but still it's a big guessing game trying to find him so added publicity to what he did and getting his face out there would serious help bring him in if he gives himself up.
So this case is more or less like Myloh Mason and Adam Mayes put in 1 from what I see, and I think this fugitive won't be brought in Alive if he feels he has nothing to lose, But I hope he is a quick capture.

Well 1 question I have is that if they Found the red, four-door BMW 325i they said he was driving in? I guess the car has yet to be found but If the car is found with no traces of him then I feel that's the indication that he's going to be placed on the 10 most wanted list.
That Red BMW is key in this manhunt... I'm not getting anything in the news that says they found the vehicle, But he more than likely is still driving it as we speak or he ditched it somewhere secluded where authorities have yet to find it.
P.S. It took 3 months to find Dan Hiers Chevrolet Aveo which was in Texas.

While Policarpio would be an excellent addition I also once again stress Yaser Said killed his daughters and it took 6 years to add him. Juan Elias Garcia killed a child and his mother and it took 4 years to add him. He's only been on the site for a week
Brenda Delgado was never case of the week before she was added. Policarpio was right off the bat. Perhaps an indication that's how they want to get publicity for him first.
Anyway no idea about the car. I assume he's going to have to ditch it eventually if he wants to hide.

Yeah I agree. This case being recent makes sense him being added but it's a great point you made.
I read another article about his last episode for that attempted murder case and he fled to the Philippines and was captured there and transferred to Guam to be brought back to the US.
Now I don't think this time around he went to the Philippines since they probably revoked his passport because of his parole.
He's gotta be in Las Vegas if anything, but if he thinks of himself as a big shot he possibly went to Mexico where he can abuse more drugs what he loves to do I guess.

I have no evidence to back this up, but I do think the possibility of suicide has to be taken into account as well. (I will mention I have a good track record on this forum on fugitives I suspect are dead actually winding up dead). He's already described as mentally unstable and now he's allegedly killed his wife and the child he was expecting in a blind fit of rage. Sometimes that's described as a "crime of passion" and the suspect kills themselves right afterwards.
I do think Mexico is a serious possibility, especially considering his car may be missing. A lot will depend on where it's found I guess.
Also I read the articles and realized we didn't have his vehicle listed here:

My bad I just saw this since I'm not getting any notifications.
But anyways suicide is likely given his mental state and the fact that he could go back to prison for this and he spent about 15 years and a guy like that will think "I have nothing to lose" in this situation.
Mexico is likely and he would fit perfectly doing heavy drugs it's the most serious and most likely unless he is laying low now down there.
This may sound silly but I even think this guy likely drove his car into a lake and has been there since, due to the fact that he could be anywhere.

I never want to get my hopes up and just assume a fugitive on the top 10 list will be an easy capture (I wouldn't be surprised if he was a quick capture, his tattoos are dead giveaways, but we've seen some head-scratchers and seemingly easy to catch fugitives from AMW somehow still on the run), but I do hope and pray this guy's stay on the list will be a short one.

If Policarpio replaced Godwin then it may likely be a breaking news fugitive being a potentially dangerous menace to society, if it meant he had to go the FBI may have taken the threat seriously especially being a mentally unstable man.
