Joe Constance, a career-long criminal is wanted for the 2011 murder of his ex-wife in Lake Charles, Louisiana. He has been featured on AMW at least four times. Below is an archived description of his case:
Ex-Con Wanted For First-Degree Murder, Assault
After years of suffering verbal and physical abuse, investigators say Jeanette Duhon finally got up the nerve to leave Joe Constance, her husband of five years. On May 21, 2011, she filed for a restraining order with the Calcasieu Parish Sheriff's Office to keep Constance away from her for good.
Jeanette packed her bags and moved out of the home they shared and into her daughter Tori's home. Tori said that within two weeks of her filing a restraining order, Constance refused to stay away. He allegedly showed up at Jeanette's work, caused a scene and even followed her to the bank. Although Constance was allegedly crossing the line, no one could believe his next steps would be so brutal and so deadly.
Tori said she was terrified of Constance, but she also noticed her mom getting happier and happier. On June 4, 2011, Jeanette posted on her Facebook, "Life is [sic] like box of chocolates, you never know [sic] what you're going to get." The next morning, she was killed.
On June 5, 2011, Sheriff Mancusco said, "Joe ended up showing up at her house, she was living with her daughter. That's where he sat and waited and contemplated his plan of what he was going to do and how he was going to ambush her." Tori remembers being in her bedroom when she heard a loud noise, she got up to see what it was and Constance met Tori in the kitchen. He was holding a large gun in one hand and a handgun in the other. Tori said she ran back to her bedroom and was hollering for her boyfriend to wake up and help her. At that poit, Tori and her boyfriend ran into the bathroom and locked the door.
Jeanette's bedroom was at the other side of the home and Tori heard gunshots. "We heard him get out of the house, get in his truck and leave. It took a while for the cops to tell us that she was deceased, but I knew when I heard the gunshots that she was gone," Tori said.
When deputies arrived, they put out a BOLO for Joe Constance and the truck he was driving. About 20 minutes later, Calcasieu deputies found the truck, secured the scene, but Constance was long gone.
A Criminal Past
Joe Constance was born on July 27, 1967. He grew up in Johnson Bayou, a small community inside Cameron Parish, La. Over time, his convictions of minor crimes like Possession of Marijuana, Trespassing on Marshlands and Staking Alligators Without a License grew to running from the cops and transporting drugs. Authorities believe he may even have ties to a Mexican drug cartel.
On November 18, 1998, Constance was arrested by the Texas Highway Patrol for fleeing from a police officer and taking authorities on a 17 mile chase. During that stop, he was also charged and later convicted of Tampering with Physical Evidence, Wreckless Driving and Possession of a Controlled Substance.
On September 1, 1999, Constance was convicted and booked in the Texas Department of Criminal Justice system. During his time behind bars, he was moved 11 times in three years. Sheriff Theo Duhon, Cameron Parish Sheriff's Office said, "He was like a firecracker fixing to explode."
Once Constance was released from prison, Sheriff Tony Macusco, Calcasieu Parish Sheriff's Office said, "Constance lived in a neighboring parish just below us, so he frequented our parish pretty often. Unfortunately, this particular time, he brought havoc in our community." Constance's sister introduced him to her friend Jeanette. Tori, Jeanette's daughter said Constance came over one night, hung out and never left. Everything seemed to be great in the beginning, but after time Tori said, her mom started complaining that Constance couldn't keep a job and it was hard for her to support both of them on her salary. She also told her daughter that he was verbally and physically abusive to her.
After Jeanette finally left Constance, United States Deputy U.S. Marshal Mike Dicharry said there are many scenarios that could have occurred. Constance could have jumped on a tug boat in the inter costal waterway, he could have had a boat waiting for him in the bayous, a friend could have picked him up, or maybe the alligators got a hold of him.
Thoughts? A new article in one of the links sheds some new light on the case (although it is weird they call it a "cold case" investigation since it's from 2011. If they think this case is cold, they should see some others). It suggests Constance may be getting help, and there have been many promising tips from AMW that have led authorities to multiple countries.
Constance has also been described as a survivalist potentially living in the swamps and woods not far from his alleged crime.
I named Constance my #1 fugitive of 2011 since I viewed him as like a previous John Walsh-#1, Pinkney "Chip" Carter. I'm convinced Constance was one locked bathroom away from being a triple-murderer and he needs to be captured before he hurts anyone else.
