(Above photo credit: foxnews.com) Fugitive Profile as of May 31st, 2019: (Based on fbi.gov wanted poster): Aliases: Eugene K. Palmer, Eugene Kenneth Palmer, Eugene Kevin Palmer Date(s) of Birth Used: April 4, 1939 (80 years old as of 5/31/2019) Place of Birth: New York Hair: Gray - Balding Eyes: Brown Height: 5'10" Weight: 220 pounds Sex: Male Race: White Nationality: American Scars and Marks: Palmer's left thumb is deformed. Remarks: Palmer is known to be interested in auto racing and is a car enthusiast. He is also an experienced hunter and outdoorsman. 73-year old Eugene Palmer (77 years old as of current edit) is wanted for the alleged murder of his daughter-in-law, 39-year old Tammy Palmer in Upstate New York. Palmer allegedly shot and killed Tammy, who was estranged from his son, in a domestic dispute. What likely set Eugene Palmer off and led to Tammy Palmer being killed, police said, was an August court order of protection she obtained banning her husband from his father’s property. Tammy Palmer then continued to live at the house — next door to her father-in-law — with her two children, ages 13 and 16 (Palmer's grandchildren). Since then, there has been a lot of controversy as to whether or not Palmer is even alive anymore, as searches have continued in the vast wooded area near his house. Palmer is a diabetic who suffered a heart attack in 2011. Police are unsure if he had his medication with him. They also believe he left armed with a shotgun and rifle because the weapons were found missing from his home. Some have described Palmer as an avid outdoors man who could survive in the woods. Others mention no one reported seen living in Harriman State Park, and Palmer's medical condition making it likely he succumbed to the elements. In late November, remains were found in Harriman State Park. But it turned out the remains were of an animal and not Palmer. So for now the mystery remains. Did Palmer die in the woods? Is he still living in the woods? Or did he escape to land somewhere else? www.foxnews.com/us/2012/10/17/cadaver-dogs-search-for-fugitive-in-new-york-state-park-after-report-foul-odor/www.lohud.com/article/20121006/NEWS03/310050110/Eugene-Palmer-case-Son-s-volatile-marriage-spurred-Haverstraw-slaying-cops-saywww.nytimes.com/2013/10/19/nyregion/a-year-after-a-killing-no-trace-of-suspect-who-vanished-into-wilderness.html?_r=0www.foxnews.com/us/2013/12/02/bones-found-in-new-york-park-belong-to-animal-not-murder-suspect-police-say/Admin Note #1: On May 28th, Eugene Palmer was added to the FBI's Top Ten Most Wanted list as a still-at-large fugitive. Also, before anyone asks me why I'm profiling a guy who could be dead, it's because the families won't have closure until they have a body and know for sure.
This is also a pretty unique case. Usually fugitives Palmer's age are wanted for things like child molestation such as the Loomes Wheeler Jr. case we profiled on this forum in January. I haven't heard of too many 70-plus year old recent murder fugitive cases.
I've also always mentioned that since this site is not connected with law enforcement, I try not to profile too many fugitives who don't have a Crime Stoppers or local police line to call as I only want to help if help was asked for. But in this case I'm making an exception since articles have at least advised people to call the police. Not to mention, although not much, this case has received some national attention. So at least in this case, I guess call 911 or your local police if you know where Palmer (or his body) is.

Eugene Palmer is still a wanted fugitive so there's nothing wrong with making a thread about him (I realize you're the founder and admin but you had brought up why you were posting about him), I just wanted to give another reason to justify your argument. However I feel he's likely dead, considering he's a diabetic who may not have his medication, he took weapons with him and there haven't been any confirmed sightings. Searchers miss bodies a lot sadly so his remains could be undiscovered in one of the many rural areas of the state park.

Really glad to see this. Whether Palmer is dead or alive, the family of Tammy Palmer really needs closure.

Update: HARRIMAN — SWAT teams scoured the former Nepera chemical plant for several hours last week, searching in vain for a Rockland County murder suspect police were told had been hiding there. Woodbury police Chief Richard Vasquez said officers from multiple departments converged on the site Wednesday in response to a tip that they might catch Eugene Palmer, a fugitive accused of killing his daughter-in-law at his house in Stony Point in 2012. Palmer, an avid outdoorsman, was thought to be hiding in Harriman State Park. Vasquez said police searched the more than 70 structures in the closed Nepera complex but found no sign of Palmer. He said it wound up being a good training exercise for the specialized teams from Orange and Rockland counties. www.recordonline.com/apps/pbcs.dll/article?AID=/20140608/NEWS/140609713/-1/SITEMAP

While it seems like this tip may have not panned out, it is interesting police still seem to be receiving tips on him.

Update: The two grandchildren of accused killer and fugitive Eugene Palmer have been awarded more than $1 million each from his estate in the wake of the shotgun killing of their mother two years ago. New York state Supreme Court Judge Gerald Loehr awarded $2.150 million – the estimated value of Palmer's property and bank accounts – following a two-month inquest into the death of his daughter-in-law, Tammy Pannirello Palmer. Loehr ruled the children, ages 17 and 13, were entitled to their grandfather's assets after finding the "fair preponderance of credible evidence" showed Eugene Palmer killed his daughter-in-law on Sept. 24, 2012, on Palmer's property off Willow Grove Road in Haverstraw. Palmer, 73, is under indictment for second-degree murder. After Tammy Palmer died, Palmer spoke to his niece about the shooting, gave her cash to pay his property taxes, and drove off in his truck, later found less than a mile away up a fire lane in Harriman State Park. He has been missing since, with his family believing he died in the woods of the sprawling, 46,613-acre state park. Family members said he suffered from diabetes, a heart condition, dementia and other ailments. While his estate can be liquidated, under New York State law, Palmer remains presumed alive until proven otherwise, said attorney Robert Marcus, who represents Violet Pannirello as the administrator of Tammy Palmer's estate. Loehr's ruling also includes another $150,000 to be divvied up between the children and their father, who has custody of his children after a long dispute with their grandparents, Violet and John Pannirello. Palmer and his daughter-in-law had been feuding, a relationship that escalated after she got a court order or protection kicking John, her estranged husband, off the property. Marcus said his office plans to file a judgment for the money with the Rockland County Clerk's Office and then later take up the case in Surrogate Court. Marcus said Eugene Palmer's 3 1/2 acre property on Willow Grove Road and property upstate could be sold. He said his office is searching for all of Palmer's bank accounts. He said some were frozen after the shooting death to prevent Palmer, if alive, from using the money. The money will be placed in an annuity for the children for their college education and other needs. "This will be very good for the children," Marcus said. "It will will secure their future to some extent." John Palmer's lawyer, Kenneth Gobitz of Suffern, didn't return a telephone call seeking comment. www.lohud.com/story/news/local/rockland/2014/09/19/eugene-palmer-grandchildren-awarded-millions/15902453/

I don't really have an update but I realized I accidentally put Palmer buried in the back when I did my monthly site-shuffle, and he does deserve to be a little more visible considering it seems like he's getting good tips. So congrats Eugene, you now have top billing thanks to my ordering mistake.

Is anyone up for some brainstorming? If Eugene Palmer didn't die in the woods then how did he get out of Haverstraw undetected? I think he made his way to New York City, hid in plain site, and left the country from there. I'm trying to connect the dots on how he would flee from the park? How premeditated was this?

It's not a bad theory- and usually guys like this are dead- but there have actually been sightings according to news articles- what country though? Canada would make the most sense.

I think he goes South. It's my feeling that he lingers in New York City enough to struggle and dislike it that his next step is to flee there.
A few possible scenarios:
1. If he has enough money, he buys a new identity (fake passport, drivers license, etc.) which is fairly easy to do and boards one of the many cruise ships bound for Florida and the islands. He has a story: "I'm retired, my wife passed away a year ago and we always wanted to take a cruise but never did..." no body really bothers him. When the cruise ship pulls into port on one of the islands, he simply just doesn't get back on the ship.
2. If he has little money, he finds work in the new transient community of elderly workers, stocking shelves, picking sugar beets, etc: CamperForce for example.

Yeah as I said before- this is a tough case to figure out but those are two good theories!

New article out about how Haverstraw, NY police still believe Palmer is alive and everywhere the Chief goes, people ask about him, and people still tell him theories about where he is, Canada, Mexico, and everywhere else. Also interesting: On a theory an accomplice might have picked up Eugene Palmer, police had traveled to Arizona, Colorado and upstate New York hunting areas to check possible hideouts, according to Palmer's brothers. Also, Police have apparently also notified Interpol about Palmer. The article doesn't mention anything about The Hunt with John Walsh profiling him in their third season, as we thought the show might do his case since a casting call description of a fugitive sounded exactly like Palmer. www.lohud.com/story/news/crime/2015/09/27/haverstraw-police-murder-eugene-palmer/72923978/
