In 1996, Obas, Corey Maeweather and Kwame Henry tortured and murdered a 13-year old runaway girl over a fight regarding $2,000 worth of cocaine. The girl, Richezza Williams was tortured with a corkscrew, a heated coat-hanger, an electric cord and by applying chemicals including cleaning agents to her wounds and body cavities. Investigators have always believed that Obas travels to New York City where he's originally from, however he may also travel to Canada and Haiti. Obas was my #4 most wanted of 2001.
He was also on a couple of AMW's Strange But True episodes for the unique evidence that convict Obas's accomplices. A piece of chewing gum near the young girl's feet that linked to Meriweather was crucial.
Stanley "Wildman" Obas has been on the run for way too long. He needs to go down now.

As sad as it is to say, I'm really not surprised to learn of Kathy Sagusti's fate. She was well-known in the drug community and part of the reason the case even got into motion was because of a call about an unrelated incident at her home. While police were there she gave some vague information about the murder before finally telling what happened.
And as mentioned, another option they have available to them is one of the suspects; Corey Maeweather. He pleaded guilty to the charges and, in my experience, those who plead guilty usually don't have a problem giving up others who were involved.
It's interesting to note that the one investigator flat-out says there's no evidence Obas is alive, which makes you wonder if Obas himself is dead. Still, you shouldn't operate a case with that assumption, and Obas is still really young.
On an unrelated note, it's nice to see that Steve Parkansky (the lead detective on the case) is now the police chief of a neighboring town.

I was browsing through entire seasons of Forensic Files and didn't realize they had done an episode on this case. Hell, had we known, we would've seen a pic of Richezza long ago. I got it here if anyone's interested. Same story, but gives a little more background history on Richezza.

Thanks for the article. Also interesting that the DA interviewed believes Obas is likely dead and a recipient of street justice, which would be another reason for the FBI not adding him.

True. I'm wondering though if that's the case, why a body hasn't popped-up quite yet. This does happen from time to time. Example: Larry Clifton Holt (you can find him on the archived FBI website, was wanted for the brutal beating death of a woman in her garage in Stockton, CA in 1985, and it wasn't until 2003 that the FBI found out that he died as a transient in Washington state in 1996.

I think he’s likely still alive, though after 22 years or so anything is possible.
I feel he’s likely living in the NYC area or somewhere in Canada, the Top Ten move should have been made earlier, but if they want to finally bring him to justice, I figure they could attempt it to see what they could get, since the lists reach is international, they have the ability to reach out to Canada and Haiti. It doesn’t hurt to try since the lists focus lately has been gang fugitives, then again it’s understandable why they haven’t added him.

They have added two cold-case fugitives recently though - one of whom (Fidel Urbina) has been caught.

The trend lately seems to be most fugitive additions are recent or somewhat recent but they'll reserve 1 or 2 slots for a cold case fugitive. (Right now it's Brad Bishop and one other slot I like to call the wild card slot while the other eight are already on there and/or a new recent case).
Obas' opportunity to take that wild card slot was probably last decade though.
