I can see why this guy was placed on the FBI Top Ten, apart from the Fisher case having been on the list without capture, this guy is a genuine threat.

The alleged leader of the violent MS-13 transnational criminal organization for all of Honduras has been added to the FBI’s Ten Most Wanted Fugitives list. The FBI is offering a reward of up to $100,000 for information leading directly to his arrest.
Yulan Adonay Archaga Carias, also known as Alexander Mendoza and “Porky,” has been charged in the Southern District of New York with racketeering conspiracy, possession of machine guns, and cocaine importation conspiracy. “He’s wanted for, among other crimes, facilitating the transportation of multi-ton loads of cocaine through Honduras into the United States, as well as possession and conspiracy to possess machine guns that were used by gang members to support international drug trafficking,” said Supervisory Special Agent Nick Durgin.
Archaga Carias is also allegedly responsible for ordering and participating in the murder of several rival gang members and others associated with MS-13. In August 2018, a Honduran tribunal convicted Archaga Carias of conspiracy and other charges and sentenced him to a lengthy prison sentence. He violently escaped from Honduran custody in February 2020 when approximately 20 armed gunmen in police and military uniforms stormed a courthouse where Archaga Carias was scheduled for a hearing. Multiple Honduran police officers were killed during the escape. Archaga Carias is believed to still be in Honduras.

The case against Archaga Carias is being investigated by Joint Task Force Vulcan (JTFV), which was created in 2019 to eliminate MS-13. It brings together the law enforcement agencies of the United States Departments of Justice and Homeland Security to provide a whole-of-government approach to combating MS-13.
“This is a joint effort,” said Durgin, who supports JTFV for the FBI. “When we work together with our partners, we can see the crossover and better address the threat.” He notes that in the absence of the task force, each individual agency may hold some piece of investigative information but may not have enough to successfully bring charges and prosecute. “Working together allows law enforcement to gain a more complete picture and go after the organization in a more holistic way,” he said.
Durgin said that MS-13 poses an ongoing threat in Central America, the United States, and elsewhere. “MS-13 is an international criminal organization whose business model is extreme violence. Capturing this individual would send a clear message to MS-13 that their violent activity and narcotics trafficking will not be tolerated.”
Archaga Carias is 39 years old and has brown eyes and black hair, which he sometimes wears shaved close to his head. He is 5 feet 5 inches tall and 160 pounds. Investigators believe he only speaks Spanish.

When I first saw this, I was initially annoyed at another foreign organized crime leader being added. However, my opinion changed when I realized that multiple Honduran police officers had been killed as a result of his escape. I do feel that Yulan Carias needs to be stopped and this was the right decision, however I don't see his takedown ending very well personally.

When I first saw this, I was initially annoyed at another foreign organized crime leader being added. I do feel that Yulan Carias needs to be stopped and this was the right decision, however I don't see his takedown ending very well personally. Honestly when I saw this announcement, I thought Flores had gotten removed, but turns out it was Fisher, while Fisher’s case is really bad, he had been on the list for 19 years which is plenty of time and plus I understand why they did this addition as the list has been stagnant for the most part for the last 3 years, and Yulan Carias is dangerous as hell that I agree with you HM that his takedown won’t end well. I also think with having the leader of MS13 added, perhaps this could serve as a bargaining chip to also arrest and extradite Alexis Flores…. Who knows.

It turns up pressure on Honduras to hand over him AND Alexis Flores.

Yeah I didn't realize that when I made my initial comments in the other thread. (In summary it's not the Carias isn't completely evil but I'm not sure the list is the best usage for him since intelligence and not public tips seems to be the most likely way to catch him- but if it indirectly or directly helps with Flores it makes more sense.)

If you look at it, Carias isn’t wanted for murder or any murder related charges in the United States, which if it was any other case, they would’ve ended up on the Criminal Enterprise investigations section, which furthers my theory about it only being a bargaining chip to extradite Alexis Flores.
On a positive note, usually MS13 related fugitives added to the FBI Ten Most Wanted List, never last more than 6 months, so perhaps there’s something to be happy about.

Just wanted to let everyone know I changed the year from 2018 to 2020/2021 as Yulan Carias was convicted in Honduras in 2018, and he’s been at large since his escape in February 2020. Additionally 2021 is on there as well as it’s the year his indictment was unsealed in the United States.

Keep in mind, 20 disguised MS-13 members helped him escape from a courthouse and several Honduran Police Officers were killed in the process. Carias and his posse are going to kill anyone in their way, and even though this may seem obvious to other people on this forum, I really think the FBI will chalk him up as a "killed during capture."

That’s a great question: I am not sure about that. It does almost seem like the FBI is more than willing to take Carias off of Honduras’ hands, and you can’t help but wonder if they are offering assistance in exchange for Honduras helping to find Flores.
