The first link you provided tells of some VERY Not-Safe-For-Work acts that Alas-Alcantar has committed! And he's dumb enough to think that anyone would buy the allegation that it's normal anywhere in the world! I thought that kind of abuse on children that young would be a universal taboo! And the victims were their own sons! It's one of the worst betrayals we've ever seen!

I think Toughest Cops, Toughest Cases and The Ones Who Got Away both aired 4 times. The Ones Who Got Away aired on approximately:
4-14-007*. At least the first two times, the introduction following the opening sequence had the clips of some of John Walsh's year-end Fugitive #1s, which had originally been shown before John Walsh named "Dirty Dan" William Hiers Jr is most wanted fugitive of 2005. #1 in 2001: Luis Ortiz. CAPTURED! #1 in 2002: Michael Blane Brashar. CAPTURED! #1 in 2003: Pinkney Chip Carter. CAPTURED! #1 in 2004: Jahbir and Alfonso Fowle. CAPTURED! Then it cut to John Walsh who said something like, "We wanna grab 'em all, just like that! But sometimes the slime slips through the cracks." Then he started talking about fugitives who'd gotten away thus far. First, he profiled his #1 fugitive of 2005, the aforementioned Dirty Dan. Next, his #1 fugitive of 2006, Edmundo Cerda-Anima. Then, his #5 fugitive of 2006, Earnest E Ferguson. Then, his #8 fugitive of 2005, Kenny Marshall Cofer. Finally, his #3 fugitive of 2004, William Ray "Bubba" Plemons. I don't remember whether they aired a 15 Seconds of Shame for other fugitives that didn't have that much history with the show, but I remember that 3 days later, Ferguson was busted as Capture #932, and as we all know, he was acquitted. And I don't remember who was aired as the 8-second commercial break case.
9-01-007. Similarly to the 4-14-007 broadcast, the #1 in 2001 to 2004 clip were shown, then he profiled Dirty Dan, Cerda-Anima, Cofer, and Plemons as usual, then aired a leftover fugitive introduced in December 2003 wanted for two bombings where nobody was documented as getting hurt, Daniel Andreas San Diego, whom by the way I named my 14th most wanted leftover fugitive of '004. I think this time, they aired a 15 seconds of shame, but I don't remember who was profiled therein. And again, I don't know who the 8-second commercial break fugitive was.
8-29-008. Instead of the #1 in 2001-2004 clips, he just skipped right to "Sometimes the slime slips through the cracks". Same full profiles as 9-01-007, with different 15 Seconds of Shame fugitives, including Chicago PCP manufacturers Juan Carlos "Psycho" Duran and Dionne Garcia (Captures #1129/#1130).
8-21-009. Similar to 8-29-008, except mostly different 15 Seconds of Shame fugitives. I thought we'd be stuck with this episode every summer forever until Edmundo Cerda-Anima was nabbed as an empty capture in May 2010.

I thought this would be a good opportunity to introduce myself. I am 15 years old (don't dismiss what i have to say now) and from St. Paul, Minnesota. My Main interests are Film, Music (classic rock), Girls, Crime, Politics and American History (especially Watergate). I am an Avid Skier, Golfer and Fisher. When i get out of high school, my main goals are to Go to College, Move to Colorado or Florida, and become a Private Eye. I also want to start an organization to try and raise awareness to Abolish parole for All Violent Criminals and Sex Offenders, so we can keep the streets of America safer. Any Thoughts are Welcome. I was amazed you were born just a few weeks before 2 000, because I thought of you as a bounty hunter, making part of your living by hunting down criminals for the reward money, which I thought you had to be at least 20-something for. Also, I'd say you're way ahead of most children in their mid teens; Where I live, most kids born in 1999 and 2000 look (and often act) like they were born from 2 006 to 2 009. Even though I was born shortly before 1991, people often think I was born in circa 1999. In other words, I look about as young as you are. And it shows because I don't have your kind of experience or career ambitions.

Rafael Andres, #881, Mrc 14, 2006 In 1987, he murdered a woman to steal some of her money, and was mysteriously let out of prison after one single year. In January 2005, a woman in Miami was brutally murdered during a home invasion robbery in an apartment where Andres worked as an unlicensed maintenance man, and the apartment had been torched with the body inside. The crime was sloppy, and Andres was quickly named a suspect. Tips led back to Miami-Dade, Florida, where he tried to drive away from some undercover cops, but they dragged him out of his car, screaming like a child. At first, people had feared the charges might've been dropped, but in November 2014, justice finally came through, and he was convicted.

He since got 2 life terms + 2 decades, with a chance of parole after just 3 decades.

My first vote goes to the Riverbed Rapist for the impressive AMW Radio capture, victim toll between 7 and 16, and sentence of a century and a half. Second, Peter Hommerson because he and Randolph Franklin Dial were both aired countless times since the mid-1990s, but Hommerson killed 2. Third, Alfonso for his hideous stalker tactics, estimated death toll of 4, position on the FBI's Ten Most Wanted, and that he'll never be released from prison alive.

John Francis Casey, #886, Apl 6, 2006 The Unknown Helen Walker Killer. In October 2004, he shot a clerk dead in a failed robbery in a Jacksonville, Florida hotel. By the time AMW tipsters identified the killer, a man named John Francis Casey, he was already locked in a prison in that very city for two other robberies. He was sentenced to life in prison.

Someone saw the billboard and sent in the tip to AMW, leading to The Bronx, New York. Capers tried to use a 4 year old boy as a human shield, but the officers busted him without the child getting hurt. He was sentenced to 52 years in prison.

After an abusive marriage in Louisville, Kentucky, the violence hit an erupting point 3 days after Christmas 2003. After luring his last wife and their 8 year old son with the ruse of dinner, he stabbed his son in the heart and bludgeoned the ex-wife to death with a barbell, then wrote a blood soaked letter confessing to the murders. About a month after John Walsh named him one of his original Dirty Dozen, an AMW tipster busted him working in an auto parts salvage garage in Shelby, North Carolina. He expressed remorse for killing his last wife and his own son, and the judge condemned Windsor to death after he himself admitted it would be the only punishment to fit the crime.

First, I'll vote for Israel Barretero for his higher casualty toll, continuing to blast away at his victims, and getting busted in the same city on the same day as an unrelated killer. Great topic but tough choices! Yaser Said was my PE #1 but only because I changed my list to fugitives not on the FBI or US Marshals Top lists which of course has since changed. Robert Fisher was my #1 for years before I sort of got more passionate about Said because it is a more recent case and Fisher's become a mystery, but I think I'll still go with Fisher. Late last decade, I imagine that detectives were gathering evidence (both circumstantial and solid) of sexual abuse, and when he knew detectives were on to him, he feared getting caught quickly if his daughters came forward, and to try to slow down the building of a sex violations case and, by extension, to buy himself some time to flee before they built a case, he killed them. Timothy William Berner (DECEASED), #804, Jly 25, 2004 A bank robber and cop killer on the US Marshal's 15 Most Wanted list. In June 2004, he killed a Sterling Heights, Michigan police officer and stole his revolver. According to AMW, it was the first officer murdered in the line of duty in that city's history. John Walsh named him one of the original 12 fugitives on his Dirty Dozen list because the murder had just then happened. Just over a month later, an AMW tipster led cops to Jacksonville, Florida. Ronald Kelly Young, #868, Nvb 21, 2005 A conman. Over the years, he'd bilked almost 100 Grand from his friends' and lovers' businesses. Then, he laundered drug money in Arizona. In November 1996, he car-bombed and killed a man in Tucson, Arizona in a murder-for-hire plot. He was busted at a chiropractor appointment in Fort Lauderdale, Florida. At first, they didn't have enough evidence to convict him, but by the end of 2008, he was sentenced to 2 life terms without parole. He may have committed another murder. In the last few days before December 2008, America's Most Wanted profiled the woman who paid him, the victim's ex-wife Pamela Phillips. Police knew she fled to Europe, and she was nabbed as an empty capture a year later.

Arnulfo "Los Angeles Riverbed Rapist" Vargas, #869, Nvb 25, 2005 From 2001 to 2004, he kidnapped between 7 and 16 women, took them to drainage tunnels in Los Angeles, and raped them. In late 2004, around the time America's Most Wanted introduced him on the show, he took his family on a wild goose chase through California. One year after that, an AMW Radio listener busted him in Ensenada, Mexico. He's since been sentenced to over a century and a half in prison.
