CONCORD, NH — The District of New Hampshire - New Hampshire Joint Fugitive Task Force has been brought in to assist finding a career criminal and felon, believed to be armed and dangerous, who is wanted on bail violations and new felony charges. Douglas C. Smith Jr. is 31, about 5 feet, 11 inches tall, and weighs around 250 lbs. He has brown eyes and black hair and possibly has a beard.
Smith, a sex offender, has noticeable scars on his right elbow and left thigh as well as tattoos on his back, and right and left arms. Between Jan. 17 and Feb. 27, New Hampshire State Police issued two warrants for his arrest while a single warrant was issued out of Merrimack County.
"Smith is wanted on several warrants including aggravated felonious sexual assault, second-degree assault, bail violations: felon in possession and reckless conduct with a firearm as well as failing to register as a sex offender," according to Jeffrey White, a deputy marshal. "Smith should be considered armed and dangerous."
White said Smith was last known to live in Croydon but his current whereabouts are unknown. He has also previously resided in Danbury, Grafton, and Warner.
State police investigators believe there are accomplices assisting in keeping Smith's location a secret. The department reported last week that after he is caught, it plans on filing charges against any accomplices who they can prove provided assistance.
Smith, according to the New Hampshire Department of Safety, press reports online, and posts on Patch, has a long criminal history.
Smith was convicted of felonious sexual assault in 2009. Between 2008 and 2018, he was convicted on burglary, theft, harassment, assault, violation of probation or parole and violation of protective orders, receiving stolen property, duty to inform, resisting arrest, breach of bail, and numerous driving after revocation or suspension charges. He and his wife, Ashley Smith, were arrested in March 2018 on theft by deception and receiving stolen property charges in Concord after an incident at Circle K.
Last year, Smith was convicted on receiving stolen property, tampering with public records-info, unsworn falsification, and commitment in default of recognizance. He was also indicted on a vote fraud charge and in December 2019 was indicted on felon in possession of a weapon and reckless conduct charges after being accused of firing a gun at a motor vehicle in Warner in August 2019.
After his arrest in September in the Warner shooting case, a number of media outlets reported the Smiths shared living quarters on Main Street in Grafton with Trish Haynes, a 26-year-old woman whose body was found inside of a washing machine in Grants Pond in September 2018. Haynes had just moved to the state from Florida and was last seen alive in the May 2018. The Haynes murder case is still open.
Tuesday, state police and Concord officers setup a dragnet in the southeastern part of the city after receiving a tip that Smith might be at one of the steel businesses that afternoon. The tip turned out to be a bad one, according to state police.
Marshals are warning anyone who sees someone who resembles Smith or if they know where Smith is to not attempt to apprehend him. Call police or the task force at 603-225-1632.
