NCIC W902323123 Reward: The FBI is offering a reward of up to $25,000 for information leading to the arrest of Luis Mendez. Remarks: The fugitive has ties to Juarez but also travels throughout the state of Chihuahua and bordering states of Durango, Sonora, Coahuila, Michoacan, and Jalisco, Mexico. Caution: On March 13, 2010, three individuals associated with the U.S. Consulate in Juarez, Chihuahua, Mexico, were killed in related attacks after leaving a children’s birthday party near Avenida Insurgentes in Juarez. The victims of the first attack were U.S. citizens Lesley Ann Enriquez-Catton, an employee of the U.S. Consulate in Juarez, and her husband, Arthur Redelfs, an El Paso County Sheriff’s Detention Officer. Shortly after leaving the party, Enriquez and her husband were shot at close range by an individual outside their vehicle. Enriquez was four months pregnant at the time of the attack and the fetus was also killed. Around the same time, in an attack virtually identical to the murders of Enriquez and Redelfs, Jorge Alberto Salcido-Ceniceros was also shot and killed in his vehicle as he left the same party. Salcido-Ceniceros was the husband of a U.S. Consulate employee. Salcido's three young children were also in the vehicle and sustained non-fatal injuries. Members of the Barrio Azteca gang were identified as being responsible for the deaths of Enriquez, her unborn child, Redelfs, and Salcido. Mendez is the remaining fugitive for this investigation, and some of his co-conspirators have been extradited to the U.S. or are in Mexican custody. Mendez has since left the Barrio Azteca gang and has formed a new hybrid gang/cartel named “La Nueva Empresa” in Juarez. Mendez continues to pose a danger to the communities of Juarez and El Paso, Texas, due to the violence invoked by La Nueva Empresa to establish control in the city of Juarez. On March 3, 2011, a federal arrest warrant was issued for Mendez in the United States District Court, Western District of Texas, after he was charged with the aforementioned crimes. Yeah the case is pretty much exactly the same as Ravelo. Based on what's alleged, this guy is a monster and a terrorist and he needs to go down.

One thing i will say is he’s ferocious enough to be added to the FBI Top Ten List should a slot open up, but a part of me also thinks, hmmm we just spent 8 years hunting Ravelo and for the final year or so, for the consulate murders, and tips didn’t really lead to Ravelo’s capture rather police work, but the consulate murders case is a FBI Top Ten hallmark case, so adding Mendez would make sense to use additional resources and bring the last man left at large to justice and it was key in getting another defendant previously. Just don’t know if it’s double jeopardy or a bad thing to add another fugitive wanted for a crime a former fugitive from the list was wanted for.
Speaking of the consulate murders, I always wondered who Luis Mendez was since many articles always talked about Eduardo Ravelo and Luis Mendez being the last 2 defendants still at large until 2018.

I didn't want to sound disrespectful to the victims but I was going to make a reply advising against Mendez being added to the top ten list for similar reasons. Ravelo was caught, but it was really because of investigative work and international cooperation and the top ten list imo should be mainly for domestic cases where public tips are more likely to catch the suspect. It's a horrible case and I think there are ways to publicize it outside the list. To me, it seems a more a matter of putting pressure on Mexico than someone recognizing Mendez hanging out at a resort.

I’m mixed about the idea, I would add him because what the heck he’s the last remaining fugitive in a case that had 35 defendants, and 1 of them was previously on the list and had a success at least and it’ll be useful to put this case to rest. The added resources not necessarily the public’s help, but other resources which were discussed during the press conference of the addition of Rafael Caro-Quintero. Also unlike Ravelo who initially was sought for drug charges, Luis Mendez is only being sought for the 2010 attack and is one of the main perpetrators along with Ravelo and 9 others. The reason I wouldn’t add him, is because we literally just wrapped up chasing another defendant in the same indictment which took 8 years to capture him, and it’s like if we add Mendez, would we end up capturing him in 2028 or 2029?. Also I’ve said this for about 4 years now and I really wish and I really would prefer the FBI would add a child molestor to the Top Ten List, they did great in replacing Ravelo with a sexual predator (Greg Carlson), but I wish sex crimes and child sex crimes weren’t these one hit wonder additions from time to time. Honestly at the current moment I prefer a child sex crimes fugitive to make the list, but if Luis Mendez makes the list, well just play the card we’re dealt.

Well they did add Caro-Quintero but that was to put pressure on the Mexican government- unfortunately hasn't worked so far. So sometimes the list is good for pressure reasons even if the main purpose is supposed to be soliciting tips from the public.

I just wanted to add some additional context to the news article TopTenHunter linked to. Luis Mendez's gang, "La Nueva Empresa" is also suspected in the murder and mutilation of six men back in September 2019 according to that article. I'm sure that's just the tip of the iceberg as to all the violent crimes they've committed or are linked to in some way. So by finally apprehending Luis Mendez, a lot of families, both American and Mexican will get some accountability for the homicides of their loved ones. I would not have a problem if Luis gets added to the Ten Most Wanted List at some point.

I would not have a problem if Luis gets added to the Ten Most Wanted List at some point. Also the murder of police officers in early March 2020. There is definitely a reason to add this monster to the list, especially since the level of brutality Mendez and his hybrid organization are unleashing is scary. The fact that Barrio Azteca, a run of the mill street and prison gang and La Linea, an armed group with ex police officers that has for the last 10-15 years approximately is now in a way fractured thanks to Mendez and La Nueva Empreza. Around 2018 there were a lot of articles that Barrio Azteca was once again becoming a threat and when you have these organizations splinter or have internal strifes like this it sets the precedent for violence just like 2008-2009 with BA and the Sinaloa Cartel.

Yeah I've changed my mind- my main issue is I think Mendez is the type of guy who will be captured via international cooperation as opposed to a public tip from someone- the list is not necessarily the worst of the worst which people constantly misunderstand- it's the worst of the worst that can be caught via public tips- but the crimes are so heinous he belongs on the list anyway.

It looks a lot like him and Luis Mendez is the last fugitive wanted in the 2010 consulate murders, i think it is him without a doubt.

I just checked Grillonautas2 a Mexican news channel, and they did mention that Luis Gerardo Mendez also uses the nickname Narizon (big nose) which is an alias that appears on his FBI Poster.
