Powell escaped from the custody of the Massachusetts Department of Correction in 1990. At the time of his escape, he was serving 10 years for trafficking in Cocaine. Powell was born May 1, 1952 in PANAMA and is believed to be residing in EL COCO, LA CHORRERA, PANAMA. He is described as a Hispanic male, 6' 180 lbs with Black hair and Brown Eyes.
