Salinas escaped from the custody of the Massachusetts DOC in 1991. At the time of his escape, he was serving a 3-5 year state prison term for trafficking in cocaine. Salinas is described as a Hispanic male, 5 ft. 7 in. tall, 135 pounds, black hair and brown eyes. His date of birth is September 21, 1953. He is self described as being Mexican. His last known address was in Chelsea, Massachusetts.
