According to the US Marshals and Newslibrary archives, Felipe Sosa is wanted for the December 24, 1994 murder of 23-year old Jeffrey Krachtt.
Authorities say that Jeffrey saw someone acting suspiciously near his uncle's pickup truck outside a bar. That man, believed to be Felipe Sosa was confronted by Jeffrey. Felipe then allegedly shot Jeffrey to death. Disturbingly, Felipe was only 17-years of age at the time of Jeffrey's murder.

Thoughts? As of today, October 16, 2019, Felipe Sosa is still listed as a wanted fugitive on the US Marshals Eastern District of Wisconsin page. The Wisconsin public court records page also shows no court docket for Felipe Sosa, meaning his case has yet to go to court.
As I mentioned above, it's always troubling when someone under the age of 18 allegedly decides to kill someone or attempts to commit murder. Based on the circumstances, it sounds like Jeffrey was simply asking what Felipe was allegedly doing when Jeffrey got shot.
