It could just be to make a push to find out once and for all. They've had fugitives on the overall or top ten wind up dead before. Plus it's a win-win situation since if Durham's captured great, if he's dead (assuming they don't find out via tipsters) they don't have to pay the 50K lol.

I’m wondering if someone is helping him hide, hence the reward increase. He may be in some anti-government or militia group, and they may be raising the reward to “loosen” some lips. $50,000 is a heck of a reward, so I could see someone finally coming forward.
