Fugitive Profile as of April 22nd, 2019: (Based on Sonoma County warrants search)
Race: Hispanic

From the Santa Rosa Press Democrat (2009 article):
"Armando Rocael Hernandez, 34, is wanted on seven sex crime charges, including the alleged rape of a child under 3 years old."

Thoughts? I want to stress the above is a 2009 online newspaper article about Sonoma County's most wanted fugitives at the time. However, as of this posting date (4/22/2019), Hernandez is still listed as having a warrant when searching Sonoma County's public warrants website: www.sonomasheriff.org/warrant-search
Also he would now be 44 as of the aforementioned posting date.
Finally, the article mentions Hernandez actually being at large since 2001. However, I put 2003 as the wanted year in the thread title since that is the year the Sonoma County site says the warrant was issued.
