STOCKTON — Theirs was a story of true love. Married as teenagers, Joe Lor and Gina Xiong dedicated their lives to their young daughter, Kayleen. But as their Mother’s Day celebration was wrapping up last year, the unimaginable occurred.
A still unidentified gunman fired through a closed front window of the south Stockton home the young family was visiting, hitting all three. Two other men inside also were struck by gunfire. Lor, 22, died at the scene; 5-year-old Kayleen — a vivacious, smart and articulate little girl — and her mom died later at area hospitals. March 11 would have been Xiong’s 23rd birthday.
“She has such a lively spirit. She welcomed us into her home, but more importantly into her heart, and it was the kindest of hearts,” Ka Lor Vang, 30, said of her late sister-in-law.
On Sunday, Vang — one of Joe Lor’s many older sisters — served as a spokesperson for her family, members of Victims of Violent Crime of San Joaquin County and District Attorney Tori Verber Salazar, who gathered together in the Sierra Vista neighborhood where the shooting occurred to spend time going door to door informing neighbors that the 10-month-old crime never has been solved and there remains a $30,000 reward for any information leading to the arrest of a suspect or suspects.
“As with any crime, somebody knows something. And we just need that one person to raise their voice and help this family, and bring justice to our community,” Verber Salazar said just steps from the scene of the brutal shooting.
“So we walk today to show that we are survivor strong for all of our victims and to remind people to have the courage to make that phone call, give us the tip or information we need to bring justice. And most importantly to bring justice to this incredibly strong family,” she said.
Verber Salazar acknowledged the daily frustrations the victims’ family is experiencing “with dignity and grace” and how hard they are working to keep the case alive and get some answers.
“It’s been a lot of anxiety, very depressing, very sad trying to cope,” Vang said. “Our family has never experienced a loss like this. It is such a confusing process — really, just overwhelming.”
Since the time of the shooting on May 13, police have said they have no information beyond the basic facts to release. There is no suspect and no motive for this crime. All that Vang could say Sunday is that a detective told her it does not appear the family was the gunman’s target.
“But we still don’t know if it was absolutely random,” she said. “We’re here today because we want people to feel safe to come forward with tips. They can remain anonymous and they will be protected.”
Her oldest brother, Cheng Lor, 34, said it would be “a big accomplishment to know you are doing something right to further justice. We want people to know (our) family is not taking this lying down.”
The Lor family and Verber Salazar were joined Sunday by Joyce Tuhn, chief executive of the nonprofit Victims of Violent Crime support group.
“Eighty-five percent of our membership is for unsolved murders,” Tuhn said, adding that she will continue to advocate along with the district attorney for more cold case detectives in the county. She said that push will begin in earnest during National Crime Victims’ Rights Week April 7-13.

Thoughts? It is an understatement to call this a heartbreaking case. Not that it makes it any better, but it would seem to me the Lor family were killed unintentionally and they either had the wrong house or for some reason were targeting one or both of the two men in the house who were also shot (this is just my theory and speculation and I am not trying to imply anything negative about the two men. For all we know perhaps there was a silly argument before the shooting). Quite frankly, I'm surprise this case has not received much attention outside of Stockton. I hope we can help a little in bringing some attention to the efforts to get justice for the Lor family.
