Well we complained when under AG Sessions probable direction there were too many relatively non-violent drug fugitives getting added to the overall most wanted site instead of those wanted for violent murders and child molesters.
This is obviously different since this is a violent drug fugitive with alleged murder, attempted murder charges etc...
Should be noted he's not in the criminal enterprise section which sometimes can be a vague interppretation of criminal charges but violent crimes and murders section which is a bit more significant.

I’m wondering if he allegedly murdered police officers as he’s from Texas and much of that goes on with the perpetrators being Gulf Cártel members.

I'd rather not speculate about who he allegedly murdered, the problem is because of people's reading skills these days if you say "I wonder if he murdered police officers" all of a sudden people will be posting on social media "AMW Fans says this guy murdered police officers!" even though it's possibly not fact. (could be true, but who knows). Not that it's outside the realm of possibility but I'd just take the FBI's word that this is a dangerous guy.

I have this feeling that the murder referenced in the FBI poster is some type of US/Mexico federal case which is why I can’t find exact details online right now.
Nevertheless, unlike the non-violent drug traffickers from 2017 and 2018, Juan Alberto Mendez is a very dangerous cartel member.

A reward of $25,000 is now being offered for Mendez’s capture along with new information that he has ties to Cancun and Playa Del Carmen in the state of Quintana Roo in Mexico and Monterrey, Nuevo León, Mexico and in the United States, he has ties to Mission, Texas and Fort Wayne, Indiana. It was said previously that he may be in Reynosa, Tamaulipas, Mexico. Also I must point out that the reward is coming from the San Antonio field office where he has a warrant for murder in aid of racketeering. www.fbi.gov/contact-us/field-offices/sanantonio/news/press-releases/fbi-announces-25000-reward-in-fugitive-investigation

I found 2 new images of Mendez on Twitter, one is his poster image in color and the other is a mugshot of him with facial hair Also in this article it states some of the details of the 2018 warrant. “Court records from his May 2018 indictment also show that Mendez was affiliated with a criminal organization known as the Tri-City Bombers, which originated in Pharr and Lopezville in the 1980s. Mendez’s role in the organization was to recruit individuals to execute people he suspected of stealing controlled substances from the organization. He and 18 other members were charged with 28 different crimes in May” www.brownsvilleherald.com/news/valley/fbi-offering-reward-for-alleged-cartel-associate/article_34427842-3a4a-11e9-a6f5-6748441362b4.html
