As of today, December 29, 2018, Billy Williams is still at large since he was just featured as one of Washington Most Wanted's 18 Top Fugitives of 2018. Additionally aside from what was mentioned on the US Marshals poster (click on it for full viewing), the victim, James Little was simply approaching the group that Billy Williams was in when James ended up shot and killed. James wasn't even involved in the altercation in the first place. Let me just say that any fugitive who has not yet been convicted in a court of law is still presumed innocent until convicted. That's part of the official disclaimer of this site. That also applies to Billy Williams in an actual court of law.
Any suspect with an official warrant does not have the right to remain on the run and evade arrest and prosecution. As Scumhunter mentioned, Billy needs to find an attorney and turn himself in to tell what he said happened. If he continues to remain at large, then that is in no way fair to the family of James Little.
