Eltigani Mukhtar is wanted for failing to appear on sexual assault charges. Mukhtar was trained as an obstetrician and gynecologist and was sent to work the night shift at a group home in Upper Mooreland Township, Pennsylvania. At 6AM on Christmas Day 2001, Mukhtar approached a 40-year old mentally challenged man in his bed playing a video game when Mukhtar asked the man if he wanted a message. The man declined and Mukhtar proceeded to sexually assault him. The victim informed a staff member who proceeded to call police. Mukhtar was arrested and was found guilty in January 2004. He faced a maximum term of 3 1/2 to 7 years for institutional sexual assault. Mukhtar was allowed to post bail before his sentencing and did not appear for the sentencing date on Apr 14, 2004. Investigators say that Mukhtar likely fled to his native Sudan. Thoughts? The problem with this case is that the US had no extradition treaty with Sudan at the time when Mukhtar became a fugitive, and the same probably applies for the new nation of South Sudan when it broke off from Sudan a few years ago. Sadly, unless Mukhtar travels back to the US, I really do not ever see him getting captured. It's going to be next to impossible finding a fugitive wanted in the US in a nation that's so poor and violent like Sudan/South Sudan, and I really doubt an extradition treaty is going to be filed anytime soon. A few other points I want to make about this case. First off, the article which I got the case information from and posted a link to at the bottom of the post, mentions the victim as being "retarted". We are talking about a person with a learning disability that became a sexual assault victim, the writer could have shown more respect here. Besides, now any media source almost never uses the word "retarted" to describe people with learning disabilities. Second, does institutional sexual assault in Pennsylvania seriously only carry a maximum of 3 1/2-7 years, especially when the victim has a learning disability? I checked and for whatever reason it's a third degree felony in the state. It's a shame he won't get that harsh a sentence even if he's captured. And as I mentioned to you earlier, the guy is frigging 7 feet tall (which might be a record for any fugitive profiled here or on AMW), so I'm sure he must still be back in his home land since that would stand out in the states.
Also, as far as the word "retarded" goes, back in the day it was the medical definition but in 2014 it is politically incorrect to say it. Although in fairness to the article, it was written in 2004. Although things were getting there already, it seems the past few years when criticism of using the word dramatically increased. I'm sure if they re-wrote the article today, they'd use a more politically-correct term. At least I'd hope so.

I was taking another look at this case and it says he was actually located in Sudan in 2004 in that news article, not just probably living there. It's much appreciated on the off-chance anyone is sending in tips, but unfortunately I'm not sure how much can be done except to put pressure on the Sudanese government to send him back here, as I'm sure the locals don't want a guy wanted for crimes such as the ones he committed in their country.

Ok can someone who can clarify in English (I don't mean any disrespect, what I mean is I don't read or speak Arabic and am frustrated at myself I can't understand the Sudanese site translations even with Google Translating them to English) please register on this site and explain what's going on with Mukhtar? All I know is there's some kind of controversy with him in Sudan apparently but I have no idea what. Mukhtar had like 700 page views a week ago and suddenly has over 2500. Obviously something is going on with him, but frustratingly, I don't know what.

Ok. I believe that he was appointed to a position in Sudan's Ministry of Health. People there are outraged a fugitive wanted on rape charges in America has such a position. If I got this wrong, please register and tell me.

How that relates to this manhunt is that the civil war would likely delay any chance of new extradition laws bewteen the two countries and the US being written up.

It seems I had gotten the general gist of it anyway, but good to see it officially in writing.
Amazing the country would not only harbor Mukhtar but give him a high-profile government position considering the terrible crime he's for (And was found guilty of) in the United States.
