I've been wondering recently, see I'm a huge dedicated fan to the marshals top 15 and FBI top 10 most wanted lists...... But I couldn't help but take note that both most wanted lists that there are mugshots that are black and white and in color.......
I was just thinking, which one of these two most wanted lists do any of you think have the most in color to the most black and white mugshots?

Probably the FBI since the top ten list has been around longer than the top 15 list.

Actually the last fugitive they did black and white photos for was for Semion Mogilevich.
If you look at guys like James Bulger, Robert Fisher, Alexis Flores, and Jason Derek Brown, they all had color variant images before their additions to the FBI Top Ten or had some available on the internet.
When Jason Brown has his reward increased to $200,000, in 2013, Brown had his image changed to color, which would be good with Alexis Flores and Robert Fisher.
