According to Newslibrary archives, Silvano and Carlos were allegedly operating an unlicensed pharmacy in Las Vegas, Nevada. In 2001, they prescribed antibiotics and medicine to treat an ear infection that five-month old Adriana Enciso was experiencing. Several weeks later, Adriana tragically died from the infection that had spread beyond control.
Silvano and Carlos were arrested in November of 2001 and charged with practicing medicine without a license. However, both men failed to appear in court in February of 2002 and warrants were issued for their arrest. It's believed at the time that they fled to their native Mexico. They have specific ties to Las Vegas, San Diego, California and Tijuana, Mexico.

Thoughts? As of today, November 15, 2018, Silvano and Carlos are still at large since they've been added to the new Nevada's Most Wanted website. Even though the charges are only unlawful practice without a license, this is still an extremely tragic case since this involves the death of an infant.
The problem is that the charges may not be extraditable under US-Mexican law, considering that manslaughter isn't for Mexican nationals for instance.
