We often talk about Mexico and issues with apprehending US fugitives hiding out there. I read about Texas executing an illegal immigrant from Mexico who killed a police officer. What I want this discussion to be about is does the United States have the right to execute foreign nationals who were convicted of murder(s) committed in the United States and if so what that could mean for relations between the US and those countries, especially Mexico.
Befor Texas executed Edgar Tamayo, both Mexican Officials and Secretary of State John Kerry, asked Texas to reevaluate this execution. Kerry feared that this execution would effect how Americans are treated overseas. Mexico's US ambassador, Eduardo Medina Mora said that the execution could effect US-Mexico relations. This is not the first time Texas has executed a citizen of Mexico, Jose Medellin was an illegal immigrant who was executed in 2008 for the horrific and gang rape and murder of two teenage girls.
Regardless of what your stance on illegal immigration is, does the US have the right to execute foreign citizens, especially if it causes diplomatic issues. The US has violated the Vienna agreement numerous times by not allowing inmates to seek consular assistance. Going back to Mexico, does Mexico have an argument to some extent that it won't actively apprehend US fugitives hiding out in Mexico at times?
Also I'm not denying that some of the offences committed by the foreign nationals that were sent to death row are truly horrific, but I feel international relations should be at least slightly considered when it comes to executing these inmates, even serial killer and AMW direct capture Angel Maturiano Resendiz. Also I should mention for anyone reading this that is not aware that I live in Canada, not the US.
