From silive.com (2011 article):
"STATEN ISLAND, N.Y. -- He wanted money to buy vodka but the $15 in his victim's pockets weren't enough, prosecutors say.
So Sergey Linnik and his teenage accomplice beat, kicked and stabbed their victim, according to prosecutors, then tried to take him to an ATM where he could get them more cash.
That was six and a half years ago, and though Linnik's accomplice answered for the robbery, Linnik himself remains at large, after jumping $10,000 bail.
Linnik, now age 22, has since been labeled by District Attorney Daniel Donovan as one of the borough's most-wanted fugitives, in a crimefighting initiative promoted by the Advance.
The assault happened on Dec. 29, 2004. As prosecutors tell it, Linnik, who was 16, and a 15-year-old accomplice followed their victim as he walked between the Staten Island Ferry and the Bay Street Landing area of St. George about 9:50 p.m.
"Give [us] money. We need money for vodka," the duo told the victim, authorities said.
They beat him and kicked him, prosecutors said, and when they took the $15 he was carrying, told him, "It's only 15 bucks. It's not enough. We want more."
So they attempted to bring him to a nearby ATM, but he managed to elude them and flag down security at the ferry. It wasn't until later that he found out he had been stabbed in the abdomen and arm.
Police caught both teens, and the younger suspect was carrying the bloody $15 and a pocket knife, authorities said.
They were indicted the following February, and that May, the 15-year-old pleaded guilty to a felony count of second-degree robbery. Because of his age, his sentence was capped at one to three years in prison.
Linnik failed to show up to court that day, and he has been on the loose since. His last known address was 4357 Kissena Blvd., in the Flushing section of Queens, according to prosecutors."

Thoughts? The above article was from 2011 so some details may be outdated by now but probably for the most part accurate. It's now been over 12 years on the run and Linnik would be 30 years old as of this posting date (August 1st, 2018). Also as of the aforementioned posting date, Linnik still has a Red Notice wanted poster on the Interpol website. A Red Notice is pretty much the closest thing to an international arrest warrant (explained here: www.justice.gov/usam/criminal-resource-manual-611-interpol-red-notices)
Obviously, in my opinion, a lot depends on if Linnik can be extradited depending on where he is. I understand he was a young kid but I am surprised he fled considering he faced a relatively light sentence. But I guess he felt the option of perhaps being above any punishment at all was a better option.
Anyway, as far as tips go, the 2011 article stated anyone with information on Linnik's whereabouts can call the Richmond County District Attorney's Tip Line in Staten Island at 718-556-7030
As far as international tips go, Interpol has a contact form to send in whereabouts as well: www.interpol.int/Forms/Wanted_persons/(subject)/Wanted-LINNIK%20SERGEY/(notice_id)
