Kevin Carter is my Case of Halloween 2017.
Carter has been on the run for over 20 years now as we all know, and there is no indications that he’s fled the country.
He was born in Selma, Alabama in 1970, so he’s not that old as he’s only 47 years old.
Personally I think Carter is working in some blue collar work either as a ranch hand, a car mechanic, or someone working for a moving company somewhere in the Deep South, in particular the Atlanta metro area, Indiana or Ohio. Carter may already have a new family with a few kids by now that are in their pre-teens or teen years. The passage of time and the lack of leads leads me to think that.
There’s already a $50,000 reward, but additional photos of Carter are needed along with an age progressed image of him.

Forgot to mention that on Sunday it was the 23rd anniversary of the Murder of Angela Marshall. Her Killer and the subject of this thread, Kevin Lamont Carter is still at large.

This reminds me, I edited this thread and removed some references as when we started this site, we sometimes profiled fugitives as "potential top ten cases" instead of just profiling the fugitive as their own case and simply mentioning in our opinions they could be top ten cases.
The thread looked confusing in retrospect.
With that being said, I know we've said in general discussion Carter is in our opinion a dark-horse candidate and now after the sadly 23-year anniversary of Angela Marshall's murder, I hope the FBI considers him for the list.

I actually couldn’t agree more, especially in a Post-Gerena Top Ten List, right now would be very appropriate considering 8/9 fugitives currently at large are believed to be out of the country I think the FBI should “Shoot their shot” (a phrase that’s gotten very big lately), but I wonder if there’s any evidence Carter fled the States, perhaps to the Bahamas (makes sense since it’s close to Florida) or other parts of the Caribbean? Also a couple of reasons why I think his addition could happen is because the FBI Mobile hasn’t added anyone for as long as I could remember and they don’t have anyone else wanted for Murder or Child Molestation, so Carter clearly dominates the selection process from the FBI Mobile. In addition this is a case that in recent years has been heating up with reward increases and press releases as was mentioned on the Top Ten Discussion thread.

Based on the FBI poster, there's nothing to suggest Carter has Caribbean heritage to have possibly fled there but it's possible I guess.

I think the one thing working against the FBI is that the photo of Kevin Carter is of poor quality. Maybe if they did some digging of photo albums with family or friends, something would pop up.

They could do that and also they can retouch his photo to make it look clearer and with more vibrant color.

They did get a bunch of new photos of Donald Webb after doing something similar. Granted it was moot point since Webb was already dead in his wife's basement anyway- but they did uncover a bunch of good ones had he still been alive.

Today marks the 24th anniversary since the murder of Angela Marshall.
Surprisingly, the perpetrator, Kevin Lamont Carter, has not been seen since March of 1995.
Off topic, but I’m glad Carter hasn’t been removed (without capture) from the FBI Website yet as there have been many FBI fugitives that were on the site since the 2000s that have come off, like Sukhrob Davronov, Arthur Silsbee, the Flores-Albarran brothers and many more.

This guy surprises me that hes not either been found dead or committed another murder given his violent nature as he previously served time for rape and presumably other offenses bit his street names Little Bit and Hawk Dawg could be a lead as for his location I believe he could be in Tampa Florida , Jacksonville Florida or Miami or Indianapolis or Fort Wayne or possibly Cleveland or Cincinatti
