Although I do think Robert Fisher could be removed, I strongly disagree that he would be, since the FBI added age progressed images of him 2 years ago.
I’m sorry I voted the way I did and many will hate me, but I think Alexis Flores would be the next one to be removed, since the FBI hasn’t updated his poster the entire time he’s been on the Ten Most Wanted List, and also because It’s going to be pretty tricky getting him back from Honduras.
Robert Fisher is one of the flagship fugitives on the list currently, and also removing anyone at the moment without capture wouldn’t make sense since the list is pretty decent at the moment with 5 (6 once Ravelo is replaced) of the fugitives having been added within the past year.

I voted for Fisher, due to him being on the list the longest, I just feel Alexis Flores' crime is too horrific for the FBI to remove this soon even though toptenhunter has good reasoning.
I really hope they wait until at least 2020 to remove anyone currently on as I think the current list is good as it is. (There are no Brad Bishops 40 years after the fact or Semion Mogiliveches on the list that we feel shouldn't be on there).

Most of us named Fisher our #1 most wanted fugitive of '001 for shooting his wife to death, slashing their preteen children's throats, and blowing up the house with the bodies inside, and most of us named Flores our #1 most wanted fugitive of '007 for luring a precious kindergarten-aged girl to an abandoned apartment complex, sexually murdering her, and burying the body under rolls of carpet. I thought if Flores' crime was so horrific that they couldn't remove him without a capture, they wouldn't remove Fisher either under the same logic.

Well the problem with Fisher is the debate over whether he's dead while that same debate is not going on with Flores.

My problem is this: I voted for Fisher, because while I believe he is alive, he has a “common person look” that Agent Robert Caldwell referred to. Caldwell said he’s up to “twenty twin brothers of his.”
Plus, Fisher is approaching what I like to refer as the “Twenty-year rule.” Godwin, Webb, and Gerena were all taken off the list after 20 years on it or more because the FBI had utilized every single resource they had to find him.
I think Alexis Flores could still be arrested. What the FBI could do is add six zeroes to his reward amount. When the reward for Mir Aimal Kansi was raised in 1997 to $3M, someone who was hiding him was lured by that amount and called him in.
