In 1999, authorities in Pasco, Washington charged Juan Carlos Vargas with kidnapping and a warrant was issued for his arrest. He had allegedly kidnapped his wife, Lucia in 1998. Juan is believed to fled to Mexico after the incident and there have been no reported leads in several years.

Thoughts? As of today, July 15, 2018, Juan Carlos Vargas is listed as one of Tri-Cities's Crime Stoppers Most Wanted fugitives. Since he's only charged with kidnapping, it's not clear what happened to Lucia following the alleged kidnapping. Did she survive as there's no listed murder charge and there's no missing person report online under that name. Newslibrary didn't have any additional information either.
At least in 2013, local media did an article on this manhunt. The Pasco, Washington area tends to do a very good job with local fugitive publicity which many other cities and counties should adopt similar publicity measures.
