The probable cause affidavit alleges that James stuck his hands down the pants of a 13-year old girl, forced her to touch his crotch and grabbed her breasts. The US Marshals started a manhunt for him because he fled and is also wanted for conditional release violation. He has a criminal background in Montana for burglary and counterfeiting documents. Montana doesn't tend to have very many fugitive cases due to the state's low population, but the state publicizes those cases somewhat better than a lot of larger states it seems. I no longer see Swartzer on the Great Falls Most Wanted listing as of this update (7/13/2018). A search of Montana's DOC records shows "return to sending state" but I'm not sure what that means. app.mt.gov/conweb/Offender/2095029/636670562084071927/708f2e7e9537d28c67ab38e6a77bc07d6b9a88a5I think they update that most wanted listing with new fugitives often, so I feel it is more likely than not he is still at large but I can't be 100 percent certain. Of course, as always, if anyone has any updates/proof-of-updates one way or the other, they can always feel free to let us know.
