MONTGOMERY COUNTY, MD — Authorities are searching for a New York woman who is wanted for the January 2017 death of her 5-year-old son. Police believe the mother Phyllis Reinoso, 31, spent time in Montgomery County and may currently be in Maryland.
The New York City Police Department said Reinoso's son was murdered on Jan. 22, 2017.
Police were called for the report of an unconscious child at 4:17 p.m. inside of a home at 145-15 109th Ave in Queens, New York.
Responding officers found the child unresponsive and transported him to Jamaica Hospital, where he was pronounced deceased.
The boy's death was ruled a homicide in July 2017, The New York Post reports. The city medical examiner's said he died from acute phenobarbital intoxication. Phenobarbital is a barbiturate used to control certain types of seizures.
The boy was one of six children who lived in Jamaica with parents Reinoso and Michael Guzman.
The New York Post reports the Administration for Children's Services investigated the family 13 times before the boy's death. Eight claims of abuse or neglect were substantiated.
The ACS found children with visible signs of physical abuse and evidence that one of the daughters was sexually abused by a relative, according to reports.
"The problem with ACS is their motto is, 'Keep the families together'—they would have kept the Manson family together," a source told the New York Post after the boy's death.
The building's landlord said: "There was poop on the walls. Everything is broken in the house. If one person had gone up and seen how these kids were living, they would've saved that child."
Montgomery County Police said Reinoso may have fled New York for Maryland in January 2017.
Anyone with information regarding the location of Reinoso is asked to call the U.S. Marshals Service at 1-877-WANTED2 (1-877-926-8332).

Thoughts? Reinosso is believed to be possibly in Maryland according to the online news articles, but I'd strongly encourage anyone who thinks they know her whereabouts wherever they are to call in that crucial tip.
Also, based on this news report, Reinoso was still wanted as of this posting date. (3/28/2018).
