Photo Credits: Van Buren Police Department DOB: 12/08/1977 Current Age: 40 (As of March 23, 2018) Height: 5'0 Weight: 150 lbs -- According to a 2002 and a 2007 article provided by Newslibrary, in 1999, Elmer Osorio allegedly kidnapped and raped a 12-year old girl at a Van Buren, Arkansas apartment complex. DNA evidence later linked Elmer to the rape. He fled after posting a $50,000 bond and has been on the run ever since. Elmer is a native of El Salvador in Central America. Based on investigating agencies, it is advised to contact the Van Buren Police Department at 479-474-1234 if you have any information on Elmer Osorio's whereabouts. Also any news-related updates on this case can be forwarded to us at amwfans.com/thread/1662/website-contact-form --Thoughts? Even though we have to say allegedly for legal reasons, DNA evidence is pretty hard to beat in court. The challenge I feel will be locating Elmer if he fled to El Salvador. Unless he travels back to the US someday, getting fugitives extradited out of that particular country is difficult. web.archive.org/web/20180323144019/http://www.vanburenpd.org/Most%20Wanted.htm

As of July 10th, 2018, Osorio is still listed as a most wanted fugitive on the Van Buren P.D. website. Listing looks a little outdated with no time stamp, but since I've nothing online to suggest otherwise, I feel it's reasonably safe to assume that Osorio is still at large as of this update. (7/10/2018). Of course, as always, if anyone has any updates one way or the other, they are always more than welcome to let us know. www.vanburenpd.org/

I found Elmer's 1999 rape case in the Arkansas court records database. As of today, November 2, 2021, the case is listed as open and there has been no case movement since 2001. We can now fully confirm that Elmer is still a fugitive. caseinfo.arcourts.gov/cconnect/PROD/public/ck_public_qry_main.cp_main_idxEDIT: Also wanted to add that I did not see an UFAP case for Elmer in PACER.
