In April of 1994, 18-year old university freshman Armand Browning and two friends went out on an outing when they unknowingly crossed a gang boundary on Chicago's West Side. That's when 19-year old Oscar Hernandez allegedly open fire on their SUV, striking Armand in the head and killing him. A federal arrest warrant was issued for Oscar but he has to date not been arrested.
This is despite in 2011, reporters with the Chicago Tribune managing to locate Oscar outside of Cuernavaca, Mexico. In the years since becoming a fugitive, Oscar had two children with at the time a teenage girl there. The problem is that authorities have not gone to the area, and as of 2011 he was not on the Cook County's active extradition request list.
Based on crime location, it is advised to contact the Chicago Police Department at (312) 746-6000 if you have any information on Oscar Hernandez's whereabouts.

Thoughts? I eventually want to get all the Chicago Tribune Fugitives From Justice cases on this website, especially the cold case ones. Since 2011 there have been no further articles on this case so it looks like authorities still have yet to visit the area outside of Cuernavaca, Mexico.
