It is sad and while I'm not trying to downplay anything, NYC, despite being an assumed top terror target, is actually considered the safest big city in America with a well-equipped terrorism task force, and as we've seen in Vegas and Orlando and San Bernardino, these attacks can happen anywhere. (Vegas was probably not ISIS-inspired terrorism, but it was still at least domestic).
The problem is it is very hard to prevent these lone wolf attacks where an individual not a radar up and decides one day that they're an ISIS sympathizer or want to kill people for whatever reason (we don't know much about the suspect yet but seems like a lone wolf attack right now). How do you predict a guy's going to rent a car or truck or some type of vehicle and drive into the city and start killing people.
(EDIT: Apparently the suspect was on authorities radar, but it's still very hard to predict these truck attacks similar to what happened in Europe and sadly the first one on U.S. soil. Monitoring rentals is one thing but all the suspect would have to do is steal a car to go undetected).
I think, while being diligent is one thing, the main thing is to not let these terrorists make you live your life in fear as that's what they want. It's important to report anything out of the ordinary, but it's also important to live your life the way you want to, go about your daily routine, go out to that party or evening out anyway. If it's going to happen there's not much we can do, just be alert citizens and enjoy our relatively short time on this planet as much as we can.

Watching FBI press conference, charges have been filed against Sayfullo Saipov. The agent speaking says they are no longer seeking the individual mentioned in news reports and on the seeking information page on the FBI website.
