Hair Color: Black Eye Color: Hazel -- On Mar 06, 1994, Elicio Torres was found shot to death in Scottsdale, Arizona. The following day, Andres Castro Figueroa was arrested. Elicio's murder was a result of a quarrel between the two men according to newspapers.com. Andres took a plea bargin but failed to appear for sentencing on February 24, 1995 and a warrant was issued for his arrest. The Arizona Public Access case lookup shows no movement on his case in the years afterwards except for a small court entry in 2012 (appears as "order entered by court"). Based on crime location, it is advised to contact the Maricopa County Sheriff's Office at 602-876-1000 if you have any information on Andres Castro Figueroa's whereabouts.

Thankfully Arizona does for cases that have trial records. As of today, December 18, 2023, there are still no new court events since the one 2012 entry in Maricopa County's court records database. I checked PACER and also did not see a UFAP (Unlawful Flight To Avoid Prosecution) case for Andres.
I also noticed the plea bargain reduced the Andres's charge to manslaughter. He would have presumably been released from prison by now if he just served his sentence.
