According to Newslibrary, Antonio allegedly committed the crime in 1995 and fled before authorities learned what happened. He was placed on the Kansas Bureau of Investigation's Most Wanted List the following year. It's really hard to tell based on that (no pun intended) black-and-white photo, but there are Latin Americans of African descent (referred to as Afro-Latinos on Wikipedia). I remember an NBA player Milt Palacio who was of Belizean background.

Palacios is still wanted as of July 1st, 2018, according to Finney County's online warrants search website. It should also be noted they refer to him by his full name: Antonio Cortinas Palacios. www.finneycounty.org/644/Warrant-Search

As of today, May 16, 2022, Palacios still has a listed warrant in Finney County's online warrant database. I did not see an UFAP (Unlawful Flight To Avoid Prosecution) case for him in PACER.
