Antonio Palacios is wanted out of Finney County, Kansas for rape, aggravated kidnapping, aggravated criminal sodomy, battery and conspiracy. According to Newslibrary, Antonio allegedly committed the crime in 1995 and fled before authorities learned what happened. He was placed on the Kansas Bureau of Investigation's Most Wanted List the following year.
Based on crime location, it is advised to contact the Kansas Bureau of Investigation at 1-800-KS-Crime if you have any information on Antonio Palacios's whereabouts.

Thoughts? Not that much information to work with but thankfully Newslibrary had at least the wanted year. It should be noted the KBI refers to Antonio as a "black male" despite the last name Palacios being a spanish surname. We only bring this up to determine possible locations as to Antonio's whereabouts. If he's hispanic, then he could be in Latin America today.
