It's been twenty years on the run, I think it's time to bring John Ruffio off the streets and make him pay for his crimes, I think his life on the run may be over.

Speaking of which, this year will mark 20 years since Ruffo was added to the US Marshals Top 15 list.

I referenced the Oklahoma article as well which is why it surprises me they're so convinced he's overseas. That's not to say he can't be but he was in the U.S. in 2001 at least.
Everyone thinks white collar criminals automatically flee the country to "enjoy" their riches in some tropical paradise, and while that sometimes happens, I think people are too influenced by the movies. Sometimes it's more about them wanting to live comfortably without working than it is sunbathing in the Bahamas.

I sure seem to have a habit of posting articles with references already mentioned! Assuming he fled right after the scheme in Oklahoma, we have to keep in mind that this was in 2001. Technology was just really starting to catch on. He could have still left the country without much of a paper trail.

It still mystifies me how he is on the run. When you think about it, he should stick out pretty easily. He's only 5'6", and I remember reading that he had a New York accent.
Thing that is sad is that his wife, mother-in-law, and own mother all lost their homes because they were put up as collateral for his bond.

I think it also shows how Ruffo was able to get so many people to trust him and get conned by him as he seems rather avuncular in that video.

They figured out the original ticket holder but he gave it away and it exchanged so many hands they were unable to successfully track it.
