ALIASES/MONIKERS: Hugo Garcia, Hugo Victor Garcia, Victor Sandoval, Hector Valdez.
On September 3, 1988, the victim, Alfredo Estrada Luna, was invited to a baptismal party at a residence located
in the 3100 block of National Avenue in the Logan Heights community of San Diego, California. There were several guests gathering in the front yard. One of the guests became confrontational and started a fight with Victor Hugo GARCIA-SANDOVAL. Victor Hugo GARCIA-SANDOVAL produced a knife and stabbed the male several times. Mr. Estrada intervened and was also stabbed by Victor Hugo GARCIA-SANDOVAL. Both Mr. Estrada and the injured guest were transported to the hospital. The male guest survived his injuries. Mr. Estrada suffered multiple stab wounds and died at the hospital. Victor Hugo GARCIA-SANDOVAL is wanted for his alleged involvement in the murder.

Thoughts? Unfortunately I couldn't image copy the better color image because it was a PDF link but just click on it to see a better photo of Garcia-Sandoval. I also checked and Garcia-Sandoval is still listed as having a warrant in the San Diego County online public warrants search system as of this posting date (8/16/2017), although they list his hair and eyes as both brown instead of black, not sure why the discrepancy:
