On December 10, 1998, Phoukham was arrested for allegedly molesting a girl ten years earlier when she was six years old. Detectives say the girl was molested between March of 1988 and September of 1989. Phoukham and the girl lived together when Phoukham was boarding with the girl's family. Even more disturbingly is that Phoukham worked as a custodian at an elementary school. After the last photo of him was taken in 1999, he fled and has been wanted ever since.

Thoughts? I am not 100% certain that Phoukham went on the run in 1999, but that's why I put that with a question mark in the thread title. Thankfully there was an article from when he was arrested available through newspapers.com. After nearly 20 years on the run, I fear that he's been spending most of his life as a fugitive in his native Laos, if he isn't still there today.
