Five days later, her vehicle was found at Arturo's apartment complex. When police examined Arturo's apartment, they found evidence of a struggle and blood matching Zoila's DNA, along with her purse and driver's license. On June 6, 2003, authorities issued an arrest warrant for Arturo once they classified Zoila's disappearance as a homicide case. He apparently purchased a bus ticket to San Luis, Mexico hours after Zoila disappeared. The friend of his who drove him to the bus stop said that Arturo seemed really eager to get out of Houston and he even had Zoila's phone with him. Arturo's family in Mexico have claimed not to have heard from him. The body of Zoila has not been recovered. When Charley Project mentioned "San Luis, Mexico", I'm not sure if they meant the border city near Arizona or the state of San Luis Potosi in Central Mexico. There is a lot of evidence against Arturo in regards to this case, even if Zoila's body is never recovered. Recognize Velazquez-Celon as one of the three highlighted cold case fugitives in the new section of Houston Police Department's website. (The list also including Lance Bedgood).
Sort of similar to William Greer/Tammy Myers case except in that case Greer basically confessed before going on the run while here the evidence here is circumstantial- albeit a very strong circumstantial case.

I can't find the case against Velazquez-Celon in Harris County's online criminal court records, however, he is still on the Houston police's new and as of the moment continually updated cold case fugitives listing on their website (same link as in HeadMarshal's OP), so that pretty much confirms he is still wanted as of this update. (6/23/2018).

As of today, September 18, 2023, Arturo has an active UFAP (Unlawful Flight To Avoid Prosecution) case in PACER. Some publicity from the FBI/US Marshals would be appreciated.

This case is eeriely similar to eik archeaux life they had DNA and other evidence linking him to the crime but weirdly enough in both cases the victims bodies haven't been recovered seriously I'm shocked about this similarities in both cases I can't be the only one who sees this

This is unfortunate because the families cannot give their loved ones a proper burial.

I agree with you a hundred percent celon needs to be caught and Houston does seem to have a back log of cold case fugitive some of them are eventually captured like an example I think is a notable case is Jorge Gonzales who is thought to be in Mexico and he had a Nicaraguan accomplice who is currently on death row he was caught in Florida after returning from Mexico it's a shame Gonzales is still at large though
