He was aired three times, once in 2006 during the COPS Credits and twice as five-eight second mentions during the two 50/50 specials in 2011. Barragan was born into a family in Wisconsin that included members of the Latin Kings gang. At the age of 14 in 2001, Barragan opened fire on a van full of rival gang members, however no one was seriously wounded. He got probation because he claimed the gun was for protection. Eight months later when Barragan was 15 in 2002, he was in a house where the occupants were being questioned in a homicide when Barragan and three other people jumped an officer and tried to get his gun. Barragan got released in the custody of his mother who previously admitted she could not control her son. Later that year, Barragan tried to kill three other rival gang members. Barragan was also sought for questioning in a homicide. In April 2003 when he was 16, Barragan and several other gang members were at a gas station in Cudahy, Wisconsin. Barragan got into a fight with a man named Matthew Toms when Kevin Hirschfield tried to break up the fight, not knowing he was dealing with the Latin Kings. Toms got out of the fight and Barragan thought that Hirschfield had hit him. Barragan then ordered his fellow gang members to shoot Hirschfield, and they proceeded to kill him. In August 2004 when he was 18, Barragan was accused of helping to kill a fellow gang member Luis Trevino, although he downplayed his role and only claimed he washed the corpse of Trevino and dumped his body in an alley, the body being discovered by children on their way to school. In 2005, a racketeering case against the Latin Kings was made and several gang members were indicted. However Barragan remains at large. Thoughts? It's believed that Barragan fled to Mexico although no exact location was suggested by law enforcement. I've stated on here I thank gang fugitives less seriously if they're only wanted for killing other gang-bangers. This is obviously an exception and a very dangerous gang fugitive, since he allegedly killed an innocent man just trying to break up a fight and was part of a group who attacked a police officer when he was only 15 years old. And even without those incidents, there were so many alleged murders or attempted murders I still would have considered him dangerous since it would have only been a matter of time before an innocent bystander was caught in his crossfire.
Your guess is as good as mine and Ciudad Juarez makes sense.
