DESCRIPTION:
On July 21, 2009, at approximately 10:15 p.m., Cenobio Mendoza-Lopez was driving a green, 1997 Ford Explorer eastbound in the westbound lane of SR546 near Northwood Road in Whatcom County. Mendoza-Lopez's vehicle collided head-on with a 1996 Freightliner tractor-trailer being driven westbound. Mendoza-Lopez's infant passenger, Angel Mendoza-Garcia, was pronounced dead at the scene. A second passenger, Luciana Garcia-Silva, was transported by aid to Harborview Medical Center with fractures to her right arm, right leg, and pelvis. Mendoza-Lopez fled the collision scene without providing care for the injured.

Thoughts? There is a USA Today video on this case and the deceased child referred to above is Cenobio a.k.a. Hugo Mendoza-Lopez's OWN INFANT SON. And you know how we talk about how difficult it is sometimes to get fugitives back from Mexico sometimes? What if I told you Cenobio could possibly get away with this just by fleeing to another state? Apparently Whatcom County (where this happened) has a limited budget on extradition warrants when it comes to the Prosecutor's Office. There were only 10 western states (at the time of the 2014) video that would be able to send Mendoza-Lopez back if captured there. 40 STATES in 2014 were not included. So whether Mendoza-Lopez fled to Mexico or not, let's hope we can still figure out a way to get him back here. (In fairness, there was a huge expose on extradition problems in 2014 in multiple media articles across the U.S. and there were some issues fixed after those articles) In any case, it's one thing to flee the scene of an accident. It's another to flee the scene of the accident of your own infant son. This guy's a real P.O.S.
