Summary: On Nov 13, 1997, Philadelphia authorities say that Francis Santos shot and killed 22-year old Herman Pagan outside a local bar. The motive was an argument between the two men which led to Herman being shot multiple times.

Thoughts? In 2002, the main newspaper in Philadelphia published a list of the city's most wanted fugitives charged with murder. Even though the newspaper's list doesn't exist anymore, someone from the political website Freerepublic saved a picture of those fugitives, which helps since Philadelphia's Most Wanted a couple of years ago posted Francis Santos as being still at large. I'm not endorsing any political viewpoint or ideology on this forum, I'm just giving credit to that Freerepublic poster since without him/her saving the picture, we probably would never have known the specifics of Francis Santos's case.
