The motive was an argument between the two men which led to Herman being shot multiple times. -- Thoughts? In 2002, the main newspaper in Philadelphia published a list of the city's most wanted fugitives charged with murder. Even though the newspaper's list doesn't exist anymore, someone from the political website Freerepublic saved a picture of those fugitives, which helps since Philadelphia's Most Wanted a couple of years ago posted Francis Santos as being still at large. As of today, May 18, 2022, Francis Santos is still on the Philadelphia's Most Website as one of their wanted fugitives.
PACER records show that an UFAP (Unlawful Flight To Avoid Prosecution) warrant was issued for Francis in 1998. The warrant was dismissed in 2018 because the manhunt for him did not result in his arrest. The document states that the FBI was closing their investigation.
