Surprisingly Newslibrary didn't have any articles on him, and they have coverage of Austin newspapers dating before 2002.

Just wanted to update that the Austin Police Homicide Department appears to have uploaded a lot of their fugitive homicide suspects to the internet! We now know that Israel Roman-Martinez is accused of murdering Eduardo Juarez by repeatedly striking the victim on the head with a rock. www.austintexas.gov/article/case-02-2710725-0Also thanks to the Austin Homicide Unit for getting more up to date information on their local fugitive cases online!

Just wanted to mention that I did not see an UFAP (Unlawful Flight To Avoid Prosecution) case for Israel in PACER.
