During the early morning hours of January 1, 2004
Torres is accused of getting into an altercation with
Guadalupe Silva Sr. During the altercation Torres is
accused of shooting Silva who died from his wounds.

Thoughts? According to a a brief snippet from a 2004 article on Newslibrary, Baltzar Torres was believed to have fled to Mexico after Guadalupe was killed and there was some sort of treaty that probably would cause difficulty in extraditing him. As of April 2004, there were 12 other cases in the local area that were under the same problem. I haven't paid the $4 CDN to access the entire article to look into additional details, but I'll update this thread if I decide to do that. As we've seen in numerous other fugitive cases, this is nothing new unfortunately.
