Frank Matthews, aka Black Caesar, is wanted for skipping bail while facing multiple drug charges.
Matthews started out in the 60's as a number's runner and enforcer. After a few years, he had the cash to start his own heroin business. He first approach several members of the Gambino and Bonanno Crime Families for a connection to their heroin trade, but was turned down. After that, he was able to secure a connection with a Cuban trafficker. Their relationship expanded, covering almost half the U.S. He began receiving large amounts of cocaine and heroin from South America.
By the early 70's, Matthews began handling the heroin trade to almost every major city on the East Coast. In 1971, Matthews hosted a meeting in Atlanta which, monitored by the DEA, consisted of every significant black and Hispanic trafficker in the country. They discussed developing stronger relationships with different ethnic group traffickers; that way, they would no longer have to rely on the Mafia for importing heroin. Unfortunately for Matthews, other black gangs were looking to muscle out-of-town black traffickers from the neighborhoods in order to take control. In Philadelphia, members of the Black Mafia killed four of his top dealers. In 1973, the DEA arrested him on tax evasion and conspiracy to distribute. However, Matthews was able to post bail and fled the country with his girlfriend, taking as much as $20 million with him.
Matthews more than likely fled to the Bahamas or the Caribbean; I can see him running nightclubs or bars. Unfortunately, I doubt the DEA is actively looking for him, since it's been 40 years.
