Thoughts? Out of the cases the New York State Troopers add every Wednesday to their Facebook page, they don't normally add a cold-case fugitive on the run as long as 1987. I imagine there's a good chance that Rafael is still involved in the drug trade if he's still alive which would make him still a threat to society. He may have since returned to the US under an alias or could also be in a Latin American country someplace.
