In 1991, he was arrested for Robbery and Sexual Assault. In 1992, he faced another charge of Robbery as well as Dangerous Drugs. In 1995, DE LA CRUZ was charged with Aggravated Assault With a Deadly Weapon.On October 9, 2003, at about 9:30 pm, DE LA CRUZ shot and killed a male victim in Dallas, Texas. A murder warrant was issued for his arrest on November 25, 2003. Not only do we have to be concerned about Juan committing future murders, but also that he's a convicted sexual predator as well. This is someone who isn't going to stop his criminal behaviour, and therefore I would be interested to know any further information as to why he killed his victim in Dallas.

As of June 8th, 2018, De La Cruz is still on the Texas Department of Public Safety website as a wanted fugitive. (Same link as in the OP).

I have some additional information on this case! I checked the Dallas County criminal background search for Juan's case number and put that into the court documents database. The case number for reference is F0356600. Juan apparently was having trouble with a group of men and had an accomplice drive around and look for Johnny Hernandez. When they found him, Juan had Johnny get into his vehicle. Juan then allegedly shot Johnny to death.
