Fugitive Profile as of August 28th, 2014 (Based on FBI.gov profile): Aliases: Francisco Martinez-Seminari, Francisco Seminari Date(s) of Birth Used: October 23, 1961 Place of Birth: Guayaquil, Ecuador Height: 5'8" Weight: 350 pounds Occupation: Warehouse Worker, Textile Worker, Production Manager Hair: Black Eyes: Brown Sex: Male Race: White (Hispanic) Nationality: Ecuadoran Scars and Marks: Martinez has a discoloration on the portion of his head which is bald. Remarks: Martinez is balding and usually wears baseball caps. He has permanent resident status in the United States. Martinez has ties to Ecuador, New York, New Jersey, Pennsylvania, and Florida. He may be traveling throughout South America. Who to call if you've seen him: Local FBI field office or embassy or submit a web tip at tips.fbi.govwww.fbi.gov/wanted/murders/francisco-martinezFrancisco Martinez is wanted for shooting his employer to death just three days after the September 11th, 2001 terrorist attack on America. He was named John Walsh's #4 most wanted fugitive of 2003. Although his profile is no longer on AMW.COM, his FBI profile is and the description is below: "Francisco Martinez is wanted for allegedly shooting to death his employer in Passaic, New Jersey, on September 14, 2001. The victim was shot execution-style in the basement of the building in which they both worked. The two men had allegedly been arguing that day after the victim confronted Martinez about his possible involvement in both a fire which was set at the business in August of 2001, as well as the ongoing theft of textile materials from the business. Local arrest warrants charging Martinez with murder, possession of a weapon for an unlawful purpose, and unlawful possession of a weapon were issued in the Passaic County Superior Court on September 21, 2001. A federal arrest warrant charging Martinez with unlawful flight to avoid prosecution was then issued on July 25, 2002, in Newark, New Jersey." I remember the AMW profile on tv and it discussed how the crime happened right after 9/11 and therefore probably didn't get as much publicity as it should have. I also remember on of the children of the victim discussing the betrayal, since although Martinez was an employee, him and the owner had at one point been close friends. Martinez is from Ecuador according to his FBI profile. Although AMW has captured a fugitive in Ecuador (George Saravanos) it might be easier for him to hide being a native. Then again, it should *not* be easier for him to hide considering he is listed as 350 pounds. He would only be 52 and in most cases, that means still alive, but considering he was severely overweight, he could have succumbed to something imo. Warehouse worker is not that hard a job to get, so if he is still out there, it is also likely he is still working in a factory somewhere... Thoughts? The good news is I found that the US does have an extradition treaty with Ecuador. The problem is that fugitives charged with murder can be extradited out of Ecuador but the same apparently applies with Honduras (and Honduras won't allow extradition of nationals wanted for crimes other than narcotics and terrorism). So I don't know what the official policy is since the last treaty was entered into force in 1941. Even then, from what we've seen with Jesus Salazar's case, Ecuador may only accept a 30-year sentence like Venezuela wants in Salazar's case. This of course only applies with Martinez is in Ecuador which I feel he is. Most overweight/obese fugitives don't tend to lose significant amounts of weight while on the run for whatever reason so I feel that if he was still in the US, he would have been caught by now. He may travel to other South American nations so that may be why authorities can't pinpoint his exact whereabouts. As you mentioned, he may be in very poor health by now if he hasn't died from some complication caused by him being obese. en.wikipedia.org/wiki/List_of_United_States_extradition_treaties

Correction, he was John Walsh's #4 most wanted fugitive of 2002. #4 in 2003 was tractor trailer thief and police attacker Douglas Paul Aigen.
This is one of the most underrated Walsh Top 10 cases ever to appear on the show. I don't get why he wasn't profiled more often; If AMW would've kept at it, he could've been caught before the case went cold, since he's so fat! For the record, he was ranked 10th on my Top 20 Fugitives of 2002.
Also, if it can still help the manhunt, he often used the middle name Seminari in his aliases, he often went by the nickname El Americano Rico ("The Rich American"), and one of his teeth was bruised and discolored.

I'm now hitting myself in the head since I went through the John Walsh yearly list thread to make sure I got the year right and still misread it and got the year wrong LOL. For the record, he was my 8th most wanted of 2002.

While Martinez is obviously still at large as of this update (7/5/2018) since he is still on the FBI website (same link as in the OP), just for references/just I'm case purposes wanted to mention he's also still on the Interpol website as of 7/5/2018 as well. (Same link as in HeadMarshal's previous reply).

Just wanted to bump Martinez up since he now holds the unfortunate distinction of being the only fugitive still at large from John Walsh's 2002 top ten most wanted. (Not unfortunate that 9 were captured, just unfortunate that he remains).

(Not unfortunate that 9 were captured, just unfortunate that he remains). I actually have him and Frantz Dieudonne as my FBI top ten contenders if Octaviano Juárez Corro and/or Barrett Busschau don’t make the cold case slot. I have hope that he could be extradited given a change of the guard in Ecuador’s Political environment, that getting Martinez back is more than likely, and there have been famous examples alone in the past few months with Julian Assange and another fugitive we profiled on here.

Paul Ceglia has been arrested there (fighting extradition, but still arrested), and Julian Assange although not yet is believed to be losing his asylum at their London embassy soon, but it's a lot trickier when the fugitive is a native. We can only hope they do the right thing if Martinez is located there.
