A man was charged Friday with murder in the shooting of a homeless man outside a convenience store May 24.Rafael Antonio Montes, 40, address unknown, had not yet been arrested but bond was set at $50,000. Montes is charged with shooting Robert Rodriguez, 27, outside the Shop N Save store at 4910 Telephone Road.Police said Rodriguez was drinking beer with other men when he became involved in a shoving match with Montes, who shot Rodriguez in the right shoulder and thigh.

Thoughts? I found an 80 word article about this case on NewsLibrary since there's no other mention on the internet (like so many other cold case fugitives out of the Houston area). The mugshot we have of Rafael from 1986 indicates that he was in trouble with the law before Robert Rodriguez's murder. That means that he might have committed other violent crimes during the past 22 years.
