On April 29, 1983, the suspect and victim were involved in a narcotics sales at a gas station in the Hollywood area. During the transaction, the suspect and victim were involved in an arguement and the suspect stabbed the victim to death. The suspect then fled in an unknown type vehicle with two unidentified persons.

Thoughts? Even though Rafael has been on the run for 33 years, there are some distinguishing clues. These would be his tattoo and the missing tip of one of his fingers. He probably fled to Mexico initially and has either been hiding out there for all these years, or came back to California undetected at some point.
