Pedro Padilla Flores is a wanted fugitive out of Chihuahua, Mexico since 1991. I will assume he was never profiled on AMW. His case still gets periodically mentioned in media reports.
In 1986, Flores was a drug user living in downtown Juarez, Mexico. Authorities say he raped and killed two women and a 13-year old girl in that year. He was sentenced to life imprisonment in the Juarez CERESO rehabilitation center. He escaped in 1990 or 1991 (depending on source used). In the 1990s, some in Juarez law enforcement circles thought that Flores was one of the killers involved in the serial sex-slayings of young women and girls that started in 1993. Others investigating that cases responded that they had never heard of his case, in fact his case file was missing.
It is likely that Flores was responsible for the Sep 19, 1998 sex-slaying of Dutch tourist Hester van Nierop, who was found in a hotel room. The man who rented the room used the name of "Roberto Flores". This Roberto Flores was 30-35 years at the time. The hotel room number was "121", other women in the 1990s were found murdered in hotel rooms that were numbered 21 in some way. Interestingly, "21" is the symbol that the Barrio Azteca gang in Juarez and El Paso, Texas uses to identify themselves.
Thoughts? The fact that I can't find any photo of Flores is annoying. I presume he had organized crime connections of some sort that resulted in authorities not doing any investigation into his whereabouts after 1991. It's possible that corrupt officials helped him escape from prison in the first place. He may be dead by now, either from drug use or by being killed. Or he could have eventually crossed into the US.
