There aren't any additional details I could find online about this case. The above PDF link has a somewhat more focused of Lopez that the gif I was able to find and insert, but still unfortunately grainy.

According to NewsLibrary, the victims were 15-year old Jeff Trevett and his father Jack, 41. I didn't find out anything else about the case but we know that one of the victims in this case was a child.
It shouldn't be too hard to find someone missing one of his feet. The only issue is that if Rafael Lopez fled to Mexico or somewhere else in Latin America, then local residents probably haven't looked at the Washington State Patrol Most Wanted page.

For any outside readers, I don't have a NewsLibrary susbscription which is why HeadMarshal was able to find this out when I wasn't. Thank you HeadMarshal for not being as cheap as me so we could learn more details! In all seriousness though, I am very saddened to know it was a father and son that lost their lives because of Lopez's alleged reckless actions.
