DESCRIPTION:
Rafael Lopezis wanted on two counts of Vehicular Homicide resulting from a collision
that occurred in Walla Walla County in 1995. The vehicle Lopez was driving crossed the centerline and struck a vehicle, killing its two occupants. Lopez is missing his left foot due to injuries sustained in the collision.

Thoughts? There aren't any additional details I could find online about this case. The above PDF link has a somewhat more focused of Lopez that the gif I was able to find and insert, but still unfortunately grainy.
