On July 25, 1995, Luis Mario Garcia walked up to a fight that was occurring in Houston, Texas. Luis then shot and killed Roberto Herebia. After killing Roberto, Luis fled to Clear Lake, Texas where he shot and seriously wounded his ex-girlfriend's new boyfriend. Luis then went to a hospital where his mother was being treated. Knowing he would be there, a police officer and Luis pointed guns at each other. Luis fled the confrontation and carjacked another man. He was finally arrested a few weeks later.
The judge in Luis's case issued a $50,000 bond, thinking that Luis would not be able to pay it. Luis did pay that bond and took the opportunity to flee to Mexico. The collateral for a bond which would normally be applied was not in fact issued because the bond firm's owners knew Luis's family.

Thoughts? Luis Mario Garcia is yet another dangerous fugitive where the only available information is in news archive databases. With this in mind, I assume that there haven't been decent leads in this manhunt for the past several years. Luis is a prolific violent offender and it worries me that since he's still out there, he can get into another confirmation and try to kill someone else if not apprehended.
